Background:
Johanniter has been active in DRC since 1995, with a focus on North Kivu since 2008.
The overall objective of Johanniter International Assistance’s Program in North Kivu, DRC, is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of IDPs and host population. Johanniter’s interventions aim to improve, in close cooperation with the MoH, the provision of and access to quality primary health care and to support the improved nutrition status of children under five, pregnant and lactating women and other vulnerable people (such as elderly people, people with disability, people living with HIV/AIDS, and survivors of SGBV). Furthermore, the improved access to water, sanitation and hygiene is part of Johanniter’s DRC program.

The Logistics and Construction Coordinator is:

Overall Job Purpose:
The Logistics and Construction Coordinator is responsible for the overall management of logistics functions (procurement, storage, facilities, fleet/transport, ICT, asset management,) in DRC as well as for the management of construction and rehabilitation activities in the field. She/he will ensure that all tasks are carried out in a timely manner and in line with Johanniter and donor regulations. Transport, procurement and storage have to be managed in close collaboration with the pharmacist.
Job Responsibilities:
- Management and supervision of all construction and rehabilitation work in the different projects (e.g. assessment, tenders, selection of construction companies, contract design, construction monitoring) including regular field visits
- Procurement of all non-medical items and service contracts according to Johanniter and donor procurement guidelines.
- Manage transportation, customs clearance, storage/warehousing and distribution of items in close collaboration with the Pharmacist.
- Facility management of the main office in Goma and the field bases in North Kivu, opening/closing of bases if necessary. Guarantee full operational capability (electrical, water, communication, IT, etc.) including the safety and security of all Johanniter facilities. Deal with security companies.
- Management of the fleet to ensure efficient and timely transport including vehicle movement planning and scheduling maintenance/repairs etc. Guarantee good and safe condition of the vehicles and correct use.
- Management of communication technologies to ensure a 24/7 communication of the team. Guarantee that different channels of communication are established, operational and used in line with communication policies and that requisite training is provided to staff on usage protocols. Develop and keep protocols/SOP updated and ensure that correct radio procedures are followed at all times.
- Management and maintenance of all office items especially IT to ensure efficient office working of the team.
- Management of all assets and equipment. Guarantee a careful, prudent and economical use. Follow-up inventory.
- Implement Johanniter logistic/procurement and preventive corruption guidelines and ensure smooth course of administrative and logistics process.
- Support Country Director in updating Johanniter security guidelines. Follow-up the development of the security situation and inform CD about changings and security incidents.
- Management of national logistics staff and guarantee it is trained in all relevant fields.
- Contact and collaborate with local project partners, local authorities, national suppliers and international institutions and organisations, participate in relevant meetings (e.g. Logistics Cluster)
- Collaborate closely with Country Director, Finance Administrator, Medical Programme Coordinator and Pharmacist
- Prepare monthly logistics and fleet reports as well as monthly updated inventory and present them to the CD as part of SITREP. Field visit reports
Person Specification:
Profession/Qualification: Logistics & Construction Coordinator, relevant university degree and/or relevant/comparable work experience.
Experience:
• Minimum 3 years of experience in field logistics, procurement and construction in humanitarian aid and/or development cooperation.
• Knowledge of international donor procedures, particularly with regard to logistics.
• Experience in working with international partners, donors, health and other authorities
• Capacity to work in high risk areas and under stressful circumstances
• Experience in networking and coordination with partners and professional clusters
• Experience in the region, in particular DRC is an asset.
Extensive experience in vehicle and generator maintenance is an asset
Skills:
• Fluency in French and English with excellent verbal and written communication skills required.

Terms and Conditions:
Start of contract: asap
Contract duration: 1 year definite contract with possible extension
Compensation: Between 38.410 € and 40.431 € annual gross salary (according to Johanniter AVR-J internal tariff and depending on relevant previous working experience).
