Democratic Republic of the Congo: Country Director - DR Congo

NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately NOK 140 mill (2016). Our primary areas of intervention are education (including youth and emergency education support); food security & livelihoods (emergency food assistance/ cash and voucher); Information, Counseling and Legal Assistance (ICLA) to provide legal assistance to individuals while building capacity of local Commissions, state and customary authorities (with a strong focus on housing, land and property (HLP) and access to civic documentation). Shelter and WASH activities are undertaken in support of the above 3 areas of interventions to promote integrated programming, be it through schools construction, transitional shelters in areas of return, or water harvesting points & latrines.

We are now seeking a new Country Director (CD), to lead our mission in DR Congo. The CD reports to the Head of Region.

Job description

• National representation and coordination
• Development and execution of country strategy
• Overall responsible for all activities, personnel and the Country Management Group (CMG)
• Safety and security of all staff
• Country level advocacy in DR Congo/ region, and ensure that contributions are made to NRC global advocacy efforts
• Responsible for overall resource allocation and mobilization
• Responsible for cost efficiency and quality, including implementation of control mechanisms
• Ensure adequate country structures and systems
• Attract, motivate, develop and coach staff in line with NRC policies and guidelines in order to create effective teams
• Ensure a strategy for national staff development
• Act and be perceived as a role model by being responsible and accountable for his/her decisions
• Provide vision, promote ideas (incl. innovation) and gain agreement
• Analyse the political and humanitarian context and ensure the NRC programme is of high quality and relevant to the context
• Ensure follow-up on management responses to evaluations, field trip reports, internal audits etc.
• Coordinate NRC programme activities with national authorities, United Nations agencies and other national and international agencies/organisations in Kinshasa

Qualifications

• Minimum 5 years experience from working as a Senior Manager/Country Director in humanitarian/recovery context
• Experience from working in complex and volatile contexts
• Knowledge of the context in DR Congo and the region
• Experience from advocacy work
• Documented/proven results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in French and English, both written and verbal
• Valid driver’s license

We offer

• Contract period: 24 months
• Start-up date: June 2016
• Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
• Duty station: Goma, which is a non family posting. Programme follow up will require frequent travel in the provinces of operational area. Travel outside Goma is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members live in shared accommodation.
