CARE has been present in the Democratic Republic of the Congo (DRC) since 1994, initially responding to a refugee crisis following the Rwandan genocide. Today, CARE DRC has nearly 120 staff and implements, together with its partners, projects in North and South Kivu, Katanga, Kasaï Oriental and Kinshasa.
We are seeking a Short-Term Deputy Country Director Operations (DCD - Operations) who will be based in Goma to provide leadership and direction for CARE DRC operations functions in line with the strategy and vision. As the Head of Office in Goma, the DCD will create, develop and manage a high performing, innovative, results-driven Operations team who can respond efficiently and effectively to the support needs of the Country Office, while espousing our core values of Transformation, Integrity, Diversity, Equality and Excellence. CARE DRC views Operations as an integral foundation of its programming.
In addition to leading the Operations team, the DCD - Operations will work closely with the Country Director of CARE DRC, to successfully manage the Human Resources, Administration, IT, Security, Procurement and Logistics functions within the Country Office. S/he will also oversee the field/sub-office operations functions and provide strategic direction of Operations processes.
The person in this role is expected to contribute to strengthening the integration of all Operations with programme by working closely with the programme team. This will be done through structured and systematic capacity building of Operations staff to address operational weaknesses; using existing resources and tailored to the specific staffing needs. The DCD - Operations fosters a values-based organizational culture, ensuring good internal controls and conscientious stewardship of organization resources.
As a member of the Country Office Senior Management Team, the DCD will participate in decision making, policy design, and implementation exercises. S/he will have input on strategic planning including programme quality, programme development, human resource management, and other organizational priorities and concerns. The position reports to the Country Director and will deputize the Country Director in his/her absence. S/he collaborates closely with the Assistant Country Director - Programs and Finance Manager.
**40% travel to field locations - currently in North and South Kivu.
Responsibilities:
- Provide strategic and visionary operational management
- Responsible for staff performance management, development and talent management
- Build capacity within the Operations team and the CO.
- Responsible for the direction and coordination of the Goma office and all Field Offices (currently in North and South Kivu)
- As part of Planning, Budgeting, Monitoring and Reporting, provide input including operational risk analysis and recommendations to the Country Director and Finance Manager
- Safety and Security
- Undertake/Lead on regional/global initiatives
- Takes on such relevant duties as may be specified by the Country Director from time to time
Qualifications:
- Bachelor’s degree in management or other social science fields
- 10 years of leadership and management experience working in a large and complex INGO or organization, with 4 of those years in a senior position preferably in Francophone Africa
- Must possess advanced business management skills along with a broad experience in all dimensions of operations (Procurement and Logistics, HR, Administration, IT) and compliance requirements
- Demonstrated leadership ability to inspire, develop and empower others
- Integrated knowledge and understanding of human resources concepts, practices, systems, and procedures
- Must possess a solid background and deep experience in the strategic planning of human resources management
- Strong interpersonal and communication skills with the ability to work effectively with a wide range of constituencies
- Must be self-motivated with a strong commitment to teamwork and humanitarian principles
- Fluency in French and English language and written communication
- Proficient in Microsoft Suites (MS Word, Excel, PowerPoint)
- Firm belief in teamwork, gender equality, transparent and participatory management
