Overview of Company: International Business & Technical Consultants, Inc. Purpose of Position: IBTCI supports the Monitoring, Evaluation and Coordination Contract (MECC), focused on providing ongoing monitoring, verification, and evaluation support to USAID/DRC. MECC delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long term monitoring and evaluation objectives in DRC.
Overview of Position: Part of MECC’s role in supporting USAID/DRC is the undertaking of sector-specific research and assessments to help to support USAID/DRC’s approaches in various program sectors and inform program design. To that end, MECC will undertake an assessment to review the Health Office’s current tuberculosis (TB) portfolio and implementation mechanisms. Findings from this assessment will help to determine how existing TB resources can be invested to better achieve current TB programming objectives, as well as to inform the development of a future TB programs. IBTCI is seeking a Team Leader to head a local team for undertaking this assessment, working closely with the MECC technical team and USAID. This is a short-term consultancy with time spent in Kinshasa, as well as remotely over a period of 3 months.
Essential Duties/Tasks and Responsibilities:
- Provide overall management of the assessment team and final products.
- Finalize the assessment design, including key questions and methods.
- Design the data collection tools and data analysis plan.
- Coordinate assessment activities in line with agreed work plan.
- Analyze collected data.
- Draft Assessment report and incorporate client feedback for final report.
- Lead the preparation and presentation of key assessment findings and recommendations to the USAID team and other stakeholders, as appropriate.
RequiredKnowledge, Skills and Abilities:
- At least 10 years of experience leading assessments in the health sector, including design, implementation, and analysis;
- Demonstrated experience in tuberculosis programming, research and evaluation in developing countries; preferably as principal investigator (PI) or co-investigator with peer-reviewed publications validating experience;
- Experience conducting evaluation and research in Sub-Sahara Africa, particularly in West or Central Africa preferred.
- Demonstrated expertise on the use of social science qualitative and/or quantitative research methods in the collection and analysis of data
- Demonstrated knowledge and technical and management expertise in public health
- Experience working with Ministries of Health and community organizations.
Minimum Requirements:
- Strong English language writing skills are required.
- Cultural sensitivity and ability to work in a cross-cultural team;
Oral and written fluency in English and French required.**Education:**
An advanced degree, preferably a PhD or MD, with a Master’s degree in Public Health, International Development, Epidemiology, Health Sciences or related field.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: Travel to and throughout DRC.
