The Danish Refugee Council in DR Congo is looking for a highly qualified Head of Support Services (HoSS) who in close collaboration with the Country Director and Support Function teams will promote optimal and accountable usage of resources inFinance-HR/Administration and, Logistic & Procurement.

About DRC

DRC is a Danish international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance.

About DRC in RD Congo

The Danish Refugee Council has been present in DR Congo since 2009. Current interventions take place in North and South Kivu provinces, in the territories of Beni, Lubero, Masisi, Rutshuru, Walikale and Kalehe. The country office is based in Goma. Presently the DR Congo mission employs 54 staff, of which 4 are international staff. The DRC program activities in DR Congo currently focus on education and protection, targeting IDPs and host communities. Since 2017, DRC has been a partner in the Rapid Response mechanism with a focus on improving the living conditions of the most vulnerable children and their families in crises or post-crises situations. The Country Operation envisages extending the thematic and geographical intervention areas, covering the full range of DRC’s programmatic platforms notably life-saving emergency assistance, contributing to community resilience, durable solutions and addressing root causes of displacement.

About the Role/Job

The role has the overall responsibility of supervising and coordinating support services (Finance, Procurement, Logistics, Admin-HR) of the country program so that DRCs support functions are characterized by quality, consistency, proper time management, best prioritization of issues, and compliance in lines with DRC’s country, regional and global strategic priorities, guidelines and requirements.

The position is intended to focus on solidifying the existing support functions structure (Finance, Procurement, Logistics, Admin-HR and IT) to set procedures, routines and standards for all offices in country while preparing for an expanded Country Operation.

Furthermore, the role will focus on strategically organizing and managing structural changes that DRC will be performing globally during 2018 – introduction and implementation of an ERP System among other topics.

The role is expected to have senior level management experience and a demonstrable successful track record of organizational development and resource mobilization, be able to conceptualize and articulate DRC’s vision, and have strong verbal and written communication skills so as to translate the vision into action.

The post holder will ensure that the Country Operation has the required and effective management structure and technical capacity to manage and implement the humanitarian programming of DRC as well as to strengthen the support functions teams skills capacity order to provide an improved pro-activity and reactivity from the support departments.

The post holder is the focal point of the complaint mechanism in relation to DRC’s code of conduct

The position reports to the Country Director. The position line manages directly the support function staff in the main office and technically supervises the support function teams in country which are directly line managed by the base managers.

Main Responsibilities:1. Support Functions Management Responsibilities (Management, supervision, coordination)

  1. People Management Responsibilities (planning, recruitment, hiring, capacity building, performance evaluation)

  2. Technical Advisory Responsibilities (compliance, technical support to staff and managers)

  3. Support Services Risk Management Responsibilities (compliance and risk mitigations)

More specifically:

  1. Finance:

  2. Ensure that all financial and administrative information is up to date, complete, accurate and securely archived

  3. Maintain and regularly update budget and expenditure plans for for operational costs, as well as expenditure related to programme implementation.

  4. Supervise, audit, control and implement corrective actions related to the DRC standards for operations: this includes supervision of all financial reporting and financial procedures, including the monthly schedule for financial reporting to HQ, donor reporting and audits, cash flow and liquidity management

  5. Lead systems development and roll out of systems already developed in close cooperation and coordination with DRC’s headquarters. This includes tools for monitoring shared expenditures, donor co-funding and decentralised book keeping.

  6. Administration and HR

  7. Validate and control the monthly payroll and maintain accurate and up to date HR files, coordinating with HQ

  8. Ensure DRC’s compliance with Congolese law as regards registration (and annual reporting to government ministries), taxation, visas and human resource management, and manage relations with government state services and institutions

  9. Procurement and Logistics

  10. Ensure relevance and adequacy logistics and procurement support for DRC programmes, maintaining compliance with DRC and donor standards, protocols and procedures

  11. Supervise, manage and conduct quality control for all aspects of DRC logistics and procurement operations in DR Congo;

  12. Overall responsible for financial budgeting and expenditures, procurement and logistics, in close liaison with DRC’s Country Director and support staff in the area of operation.

About you

To be successful in this role we expect you to we expect the following:

  • Relevant Master’s degree in Business Administration and/or in international relations or political science
  • Minimum 5 years of senior leadership experience in operations and support services management roles with at least 2 years of experience in a similar role in an international NGO, including in conflict areas
  • Experience in Finance, HR and Logistic and Procurement
  • Proven leadership skills and strong competencies in people management
  • Proven significant financial, information and systems management experience
  • Significant experience in procurement and tender processes
  • Proven analytical and critical thinking skills
  • Excellent verbal and written communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels
  • Proven ability to lead and work effectively with others to achieve results
  • Understanding of the country in which DRC operates, i.e. DR Congo and sensitive to the cultural context
  • Full proficiency in French and good level of English required

Conditions - We offer

  • Contract length: 1 year - renewable depending on performance and funding
  • Level: A10
  • Designation of Duty Station: Unaccompanied position
  • Start date: Early January 2018
