Position: Public Health Expert (Pending Donor Approval)
Contract: Full time (expected duration of programme, 4 years with anticipated start date mid-late 2017)
Location: Democratic Republic of Congo

HPI is working towards managing a large project in DRC which will aim to improve the Health Sector. This programme aims to contribute, within the framework of the national health development plan (PNDS) and in the context of the fight against poverty, to improving the health of the population Of the DRC
Description of Role
The expert will provide strategic direction and take the lead in Public Health technical advice. S/He will oversee a strategy to ensure enhanced nutrition and public health. This will entail the training of staff and officials to build their capacity in public health development and Supervision of management teams for health services, hospital services and training schools for health personnel.
Responsibilities
· Influencing the development of polices, implementing strategies to put the policies into effect and assessing the impact on health.
· Developing capacity and capability, working in partnership with other practitioners and agencies
· Proving technical input on public health related issues to the team leader and colleagues
· Provide leadership in the area of public health
· Providing technical and management inputs into the programme, including a combination of complex and high profile evaluation and M&E
· Dissemination of new knowledge, including developing materials for publication
Experience and Qualifications:
· Diploma in medicine with specialization (minimum master's degree) in public health or health economics;
· Experience of several health systems in different countries with at least 8 years of professional experience in total, particularly in the field of development and organization of services (first and second level) and in clinical practice in countries in development.
· Experience in the field of nutrition in developing countries;
· Existence of at least 8 years in the development and implementation of primary and secondary health care projects; ·
· Expected results of at least 5 years in the structure of the branch administration at the decentralized level of health districts and provinces, including training and Supervision of management teams for health services, hospital services and training schools for health personnel;
· Experience in team and training activities;
· Sub-Saharan Africa experience (5 years minimum);
· A good knowledge of the DRC health system is a benefit;
· Proficiency in MS Office software (Word, Excel, power point, etc.), and other project management and accounting software;
· Fluency in spoken and written French is required.
