Job Description

Position: Hospital Management Expert (Pending Donor Approval)

Contract: Full time (expected duration of programme, 4 years with anticipated start date mid-late 2017)

Location: Democratic Republic of Congo

Deadline for Applications: 7h January 2017

HPI is working towards managing a large project in DRC which will aim to improve the Health Sector. This programme aims to contribute, within the framework of the national health development plan (PNDS) and in the context of the fight against poverty, to improving the health of the population Of the DRC

Description of Role

The expert will provide strategic direction and take the lead in hospital management. S/He will oversee a strategy to increase the hospital strategy and coordinate and supervise regional and national short-term experts and ensure continuity and quality of work. They will also assist in team building and training.

Responsibilities

· Support leadership + ownership of the Ministry of Health with regard to planning, implementation and M&E

· Coordinate the commissioned part of the project at the national, regional and district level in close cooperation with the Firm’s project manager

· Provide technical advice in the fields of hospital reform, development of management and organisational structures;

· Support the project manager in all areas of work (e.g. planning, steering, networking, monitoring, evaluation and documentation);

· Coordinate and supervise regional and national short-term experts and ensure continuity and quality of work;

· Assess administrative structures and capacities at different levels;

· Develop tools for building the capacity of managers;

· Prepare road maps for the new management models.

Experience and Qualifications:

• University degree of master level preferably in management and administration.

• Experience of at least 8 years in hospital management, healthcare management and management of health programs and projects, including at least 4 years in developing countries.

• Experience in technical support in the health sector and / or human resources management (3 years minimum);

• Good public health knowledge;

• Team building and training skills;

• Experience in sub-Saharan Africa is essential (5 years minimum);

• A good knowledge of the ROC health system is an advantage;

• Ability to negotiate and convince;

• Ability to coach a team of middle and senior executives;

• Ability to work as a team;

• Clear focus on results and impact of interventions;

• Master of financial and accounting management tools and systems;

• Proficiency in the use of MS Office (Word, Excel, power point, etc.);

• Fluency in spoken and written French is required
