Central African Republic: Deputy Chief of Party

**Invisible Children is currently seeking a Deputy Chief of Party for an anticipated USAID award of $24 million for five years, which will focus on community protection and resilience in the Democratic Republic of Congo (DRC) and Central African Republic (CAR) and include activities that address the intersection between human security, conservation, and development. S/he is an experienced and dynamic leader with thorough experience managing large U.S. government awards, especially in remote and volatile environments. The home post of the Deputy Chief of Party is currently being determined between Bangui, CAR, Kinshasa, DRC, and field offices. S/he should expect frequent travel to all of Invisible Children field offices and remote implementation sites.

Essential Functions and Responsibilities:

  • Provide management and oversight to various operational and technical components of the project, including finance and budget management, compliance, risk management, subaward management, and quality assurance

  • Contribute to project design and planning, including the development of workplans and budgets

  • Alongside the Chief of Party, ensure project spending and procurement is in accordance with USAID rules and regulations

  • Ensure collaboration and communication between operations and programs staff and enhance management systems to ensure the organization meets project objectives in an effective and efficient manner

  • Ensure the organization implements a cost-effective and results-oriented project monitoring, evaluation, and learning plan

  • Alongside the Chief of Party, manage all organizational growth and startup aspects associated with award execution

  • Ensure compliance with all weekly, monthly, and quarterly reporting in accordance with organization’s policies and donor requirements

  • Work closely with sub awardees to monitor their progress and ensure all technical and administrative requirements are fulfilled

  • Support program coordination efforts between partners, national and international NGOs, and other international organizations

  • Provide technical expertise in community-based protection, early warning systems, conflict mitigation, community development, trauma healing, and community participation

  • Serve as the Acting Chief of Party in his/her absence

Minimum Qualifications:

  • At least 7 years of relevant management and technical experience

  • Technical experience in two or more of the following areas: community-based protection, early warning systems, conflict mitigation, community development, trauma healing, and community participation in conservation programming

  • Experience in gender-sensitive programming and/or social protection interventions for women and children

  • Minimum of a Bachelor’s Degree in a relevant field

  • Successful track record in program design, implementation, and monitoring

  • Proven ability to inspire and manage a diverse team to achieve organizational objectives

  • Proven ability to thrive and think creatively in a complex and dynamic work environment

  • Experience with 2 CFR 200 rules and regulations for federal awards and a strong knowledge of operations, procurement, subaward management, and logistics

  • Experience working in DR Congo, Central African Republic, or a similar conflict/post-conflict environment

  • Ability to adjust to shifting political and security circumstances

  • Desire to live and work in a remote and challenging environment

  • Fluency in English and French is required

Preferred Qualifications:

  • Familiarity or experience with community-based conservation programming

  • Knowledge of Arabic or local language(s) of northeast DRC and eastern CAR, including Lingala, Sango, Pazande, Nzakara, and Banda
