Background:
Angola was among the first two countries to receive funding from the Presidential Malaria Initiative managed by USAID to address malaria. In the Angola Malaria Program (AMP), CRS will head up the next $46 million, 5 year grant in 6 hyper endemic provinces of Cabinda, Kwanza Norte, Lunda Norte, Lunda Sul, Malange and Uige through its Caritas partners or other local NGOs**)**.
Based on the 2016 Operational Plan, the objectives of this cooperative agreement are:
Result 1: Access to and use of insecticide treated nets (ITNs) and malaria in pregnancy (MIP) services among high-burden communities increased by at least 50% relative to baseline indicators.
Result 2: Malaria diagnosis and treatment services throughout targeted municipalities improved.
This project will strengthen the capacity of the National Malaria Control Programme (NMCP) at national, provincial, and municipal levels while strengthening community participation to prevent and seek prompt testing and treatment for malaria, with an emphasis on quality malaria case management and prevention of malaria during pregnancy (IPTp), specifically at health facilities. Prevention will be focused on the distribution, ownership, and correct, consistent, and increased use of long-lasting insecticide-treated nets (LLIN). The project will support the Ministry of Health in formulating evidence-based pertinent national health policies and strategies.
Primary Function:
The Chief of Party will have technical leadership for the project’s strategic direction, inputs, outputs, and management responsibilities related to oversight of the project’s personnel and finance throughout the implementation period. This will include partner management, collaboration with the Angola National Malaria Control Program (NMCP), USAID/PMI, relevant government ministries as well as all project stakeholders and collaborating national and international organizations.. In addition, the Chief of Party will be responsible for compliance with the agreement results and the oversight of project activities which will meet the stated objectives of the project.
Specific Job Responsibilities
Program Quality and Management
· Provide overall supervision of program activities, including management of personnel and subcontractors (including external consultants)
· Monitor progress of program objectives and work with the country representative and regional staff to ensure quality assurance
· Serve as CRS' representative to USAID/PMI, the Angola MoH and NMCP, other donors and multinationals, technical agencies and other participating organizations
· Manage quality and timely reporting to USAID/PMI through monthly, quarterly and annual reports
· Lead development of the annual work plan and MEAL plan
· Ensure visibility of program results, achievements and lessons learned through presentations at conferences and workshops and/or publishing articles through professional journals (in coordination with CRS’ technical staff)
· Ensure technical capacity of staff and provide technical assistance and backstopping when required
· Monitor expenditure, ensure project expenses are reasonable and in accordance with USAID rules and regulations.
· Ensure CRS’ Protection Policy and Guidelines are adhered to during project implementation
Reporting
· Prepare, and submit required reports for the project, including donor and private funds narrative reports, monthly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters, when necessary.
· Provide regular updates to the country representative, Southern Africa Regional Office (SARO), USAID, government, non-government coordination bodies and all necessary stakeholders as requested.
Budgeting, Financial Planning and Reporting
· Work with project and Management Quality (MQ) staff to ensure that expenditure is not over or under.
· Monitor project budget, checking for proper burn rates, allowability, allocability, and appropriateness of expenses.
· Work with partner organizations to ensure that their financial reporting is following CRS partner standards and best practices.
Representation, Coordination and Communication
· Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders
· Coordinate with relevant Government and NGO actors to ensure effective targeting and implementation of the project.
· Coordinate and update local church partners on progress of the project
· Represent CRS in all relevant technical meetings and coordination bodies; ensure that meetings are documented and results circulated to appropriate staff, Country Representative and other relevant actors on a timely basis.
· Assist with the coordination of visits of CRS, donor, partners, etc. related to the project
Supervisory Responsibilities: Approximately six Malaria Coordinators and one MEAL Coordinator.

Key Working Relationships:
Internal: Country Representative, Head of Programming, SARO Regional Technical Advisor (RTA/Health), and Senior Technical Advisor for Malaria
External: Local government, other humanitarian organizations (USAID, UNICEF, WHO, etc.), implementing partners, local church partners and beneficiaries
Qualifications:
- MPH or advanced degree in another health related field, required.
- A background in public health with program management experience and malaria experience would meet essential criteria.
- 10 years of experience or equivalent managing and implementing health care programs in international settings, preferably in Africa.
- Prior experience as a USAID Chief of Party or Deputy Chief of Party is highly desirable
- Demonstrated knowledge of USAID, Presidential Malaria Initiative (PMI) and procedures pertaining to project management, rules and regulations, activity design, implementation, monitoring and evaluation.
- At least 3 years’ experience managing significantly large donor funded awards.
- Strong English written and oral communication skills required.
- Strong Spanish or Portuguese written and oral communication skills required.
· Experience collaborating with host governments and local partners to implement development projects.
· Experience managing teams and building partnerships.
· Proven leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal skills.
