The Operations Manager is responsible for all operational functions of the program, ensuring compliance with all USAID rules and regulations. She/he should plan to spend significant time traveling in eastern DRC assisting with activity start-up as well as continuous monitoring throughout the life of the activity, particularly management of Grants Under Contract (GUC). Candidate must have experience successfully leading diverse teams in fragile or transitional environments, with at least seven years of experience working on donor‐funded activities in a related role with demonstrated supervisory experience. Grant management experience is required.

Candidate must have at least a Bachelor’s degree in international development, international relations, public/business administration or other relevant social science, and seven years of work experience with progressive responsibility, including experience with a contractor or international NGO managing an office or activity of similar scope and scale. Candidate must have demonstrated ability to work in complex, politically charged, unstable environments, and work across different cultures.

His/her primary responsibilities include:

• All operations including but not limited to administration, logistics, procurement, and property.

• Ensuring that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the contract. This will include monitoring grantee worthiness, ensuring that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent procurement processes in coordination with the Financial and Compliance Manager, and monitoring grant implementation.

• Assuring that the most reasonable, fair, expeditious and appropriate procurement choices were made.

• Supervision of the Contractor’s day‐to‐day field presence in the areas of operations (including the activity facilities such as office space, equipment and activity vehicles), administration, logistics, and procurement.

• Handling all human resource issues; supervising the day‐to-day implementation of all grants made under the program; and investigating and identifying new ways of achieving activity efficiencies.
