Chief of Party
The Chief of Party (COP) provides overall management, coordination, and oversight on programmatic and operational aspects of the activity. Candidate must have at least 15 years of relevant management, supervisory and technical experience with progressive responsibility working with activities that are of similar scope and scale to this activity; at least 10 of those years in strategic planning and implementation of related activities; experience implementing conflict resolution/peacebuilding programming; and experience implementing activities across agriculture, health, education, economic growth and governance sectors is required.
Candidate must have a Master’s degree in political science, international relations, international development, public/business administration, conflict studies, other social sciences or field closely related to the work required. A Master’s degree may be substituted by a Bachelor’s degree and at least 15 years of overseas experience in strategic planning and implementation of related activities in conflict-affected areas similar to the DRC. Candidate must have demonstrated ability to work in complex, politically charged, unstable environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area. The Chief of Party must have professional level oral and written skills in English, and proficient oral and written skills in French.
His/her primary responsibilities include:
• Provide strategic management vision, leadership, and skills to assure to ensure effective and efficient performance for all aspects of this contract.
• Serve as the main point of contact between USAID and the contractor and report to both.
• Work with USAID/DRC technical office personnel to design any required research/analyses/evaluation tools; recruit staff, consultants and potential sub-contractors to form teams with the necessary skills and experience; develop the schedule and support logistics; and manage quality control and reporting.
• Interact professionally with senior Mission, Embassy, and government officials representing the activity, articulating achievements, and assuring optimal coordination between the activity and other USAID activities as well as those of other multilateral and bilateral donors and the GDRC.
• Assure professional quality and timeliness of all written and oral products and reports produced by the activity for USAID or other stakeholders as may be required.
