East Programmes Manager

With around 260 staff and a budget of £14 million, the DRC is Oxfam’s largest programme in Horn and East Africa Region.
Whilst maintaining an effective humanitarian response capacity is still of primary importance, we are looking to move the focus of our long-term programming to address issue of development through a specific focus on governance, essential services, security and livelihoods.
The role
Reporting to the Oxfam Provincial manager East and managing a technical and functional team in the East. Under the leadership of the Country Programmes manager, you will be responsible for the design and sustainable funding of high level rights-based development programmes in the East of DRC. You will also lead Oxfam’s efforts in the East of DRC to strengthen programme quality, learning and accountability.
The design and management of the programmes will be done in close collaboration with the Country Programmes manager and the East Provincial Manager.
As a member of the Senior core positions in the East leadership Team, you’ll have a key role to play in the development and success of an integrated One Oxfam approach to operations and programmes in the East of DRC.
The Person
Excellent written and verbal communication skills in English and in French to motivate, influence, and negotiate; to succeed you will need to be flexible, ambitious, creative, determined and ready for the challenge. You must have experience in roles of similar demands and responsibilities, ideally in an African context, and bring with you a wide range of skills, ranging from excellent people and financial management skills to strong strategic and operational decision making ability.
The rewards
Accompanied position with partner only, based in Goma with attractive international benefits package, your salary will be paid net (Oxfam will meet your tax and social security liabilities in relation to this employment).
The mentioned starting salary (£27,550) will be negotiable based on your experience, internal equity and budget affordability. In addition there is an attractive benefits package including pension, medical and other insurances, good benefits for internationally relocated staff and an additional hard to work allowance of £4,000 net per annum
