Purpose of the Position:

Under the overall supervision of the Chief of WASH the incumbent will be accountable for the production of high quality project proposals, the timely production of reports and annexes related to the uses of WASH funds as well as the correct uses of all funds allocated to the WASH Programme. Quality assurance of partnership documents towards WASH programme implementation and knowledge management for WASH programmes are under the responsibilities of this post.

Key Expected Results:

1. Optimum Use of Programme Funds (40%)

Monitors the allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Suggests to the Head of WASH Section appropriate recommendations or actions to optimize the use of programme funds:
• Follows up on the budget of the programme and regularly monitors the utilization of the funds allocated to different cost centers to ensure an effective utilization and avoid the misuse and loss of funds.

• Ensures follow-up on the expiry of dates of allocations and informs the WASH Specialists and Programme Officers at Zonal/Provincial offices so that they can take the necessary measures for the effective utilization of the funds, and in particular extension requests of grant expiration dates according to UNICEF regulations.

• Interacts with the Senior Programme Assistant and the Quality Assurance/Audit team on follow-ups with partners who received high amounts of direct cash transfers that remain unjustified, to get these amounts justified and to avoid delays in programme implementation.

• Collaborates with the Operations Section to establish and maintain sound internal controls supportive of programming endeavors and to coordinate financial and supply management requirements and accountability. Approves the allocation and disbursement of funds ensuring that they are properly coordinated, monitored and liquidated in accordance with the grant.

2. Partnership, Coordination and Collaboration (40%)

Ensures quality assurance for partnership documents related to the WASH Programme such as PCAs, and MOUs:
• Analyzes the coherence of PCA documents submitted by the zonal offices to the Country Office as regards procedures and UNICEF regulations.

• Facilitates the establishment of MOUs and any other partnership documents in coordination with WASH managers at zonal and provincial offices

Provides support to facilitate WASH partnerships and collaboration with internal and external counterparts, including those of the UN, bilateral & multilateral cooperation and national partners, in order to improve the ability to collect and disseminate development data and information.

3. Funds Mobilization and Donor relations (15%)

Contributes to the elaboration of donor reports with respect to different donors' requirements and deadlines. Assists the Head of the WASH Section in the elaboration of proposals to fundraise.

Assists the Head of the WASH Section in collaborating with the Healthy Village & School Coordinator and the Emergency Team, in preparing the programme budget and any revisions during the planning periods

4. Knowledge Management for Programmes (5%)

Contributes to country programmes by supporting knowledge management through providing professional assistance in data collection and analysis, complete and accurate reporting as well as participation in the Programme Knowledge Network system of "lessons learned" and other corporate-level databases.

Selects and compiles background and briefing materials for meetings, travel, conferences, fundraising etc… for the Head of Section and other officials as requested.

Establishes and maintains linkages to the Regional Programme Knowledge Network to ensure the availability of current and accurate programme data.

Qualifications of Successful Candidate:

1. EDUCATION:

University Degree in Public Affairs, Social Sciences, International Relations, Business Administration or other related discipline.

2. WORK EXPERIENCE:

-Two-years work experience in a professional capacity in external relations, public affairs, general office administration or international development cooperation preferably within the UN or similar organization, government or NGO.

  • Practical and relevant experience in using SAP systems and in budget monitoring would be an asset.

  • Excellent writing and verbal communication skills for report preparation, use of e-media and reaching the widest possible audience for the research being carried out.

  • Creating and innovating: experience in producing new ideas, approaches, insights and creative approaches to project design.

  • Experience in setting high standards for quality of work and consistently achieves project goals on time.

  • Experience in building rapport with individuals and groups and in maintaining an effective network of individuals across organizational departments.
    -Experience in being able to work effectively in a multi-cultural environment.

3. LANGUAGE:

  • Fluency in both French and English is required.
