Context:
IOM in the Democratic Republic of Congo (DRC) will coordinate the Consortium for the Integrated Stabilization and Peace of Eastern DRC (CISPE) – a multi-year stabilization programme funded by the Government of the Kingdom of the Netherlands. IOM will act as the Lead of the Consortium with Cordaid, VNG-International and PAX as the participating Partners.
The successful candidate will be based in Goma, DRC and will be responsible for managing inter-Agency coordination of CISPE, implementing all activities assigned to IOM, conducting donor relations, fulfilling reporting requirements and managing administrative aspects relevant to the programme. S/he will work under the direct supervision of the Head of Sub-Office in coordination with the Resource Management Officer (RMO) and Reporting, Monitoring and Evaluation Officer.
Core Functions / Responsibilities:
With IOM as the Consortium Lead, manage the overall implementation of the project Consortium for the Integrated Stabilization and Peace of Eastern DRC (CISPE), in a timely manner and be responsible for its programmatic, financial, administrative, and technical oversight in line with IOM policies and practices as well as donor requirements.
Ensure gender is mainstreamed throughout the implementation of the project implementation with specific focus on reinforcing gender related drivers of peace.
Ensure conflict sensitivity in programme planning and implementation and that the principles of a “do no harm”-approach firmly underpin all programme strategies and activities.
Oversee the management, administration, implementation and internal coordination of all activities assigned to IOM in line with the work plan and Monitoring and Evaluation framework established within the Programme Document, and provide training to the staff where needed.
Monitor the security situation, analyze risks, conduct programme criticality exercises and contingency plans based on the case scenarios, ensure proper adherence to UN and IOM security policies, and make appropriate adjustments to programme implementation based on security threats.
Undertake regular travel to project locations, meet beneficiaries and other project participants and collect first-hand accounts of the programme’s relevance and effectiveness in reaching its stated objectives.
Provide the necessary coordination structures for the Consortium, which will include regular internal coordination meetings at operational and strategic levels and acting as Chair of all coordination meetings.
In coordination with the Reporting, Monitoring and Evaluation Officer, monitor and evaluate activities of the Partners within the Consortium in line with the work plan and Monitoring and Evaluation framework established within the Programme Document through the reporting requirements, cash flow planning, regular field visits and assessment missions; regularly review and adjust the programme implementation strategy and work plan, in line with M&E findings, and in close consultation with Donor, Consortium members and other programme stakeholders.
In coordination with Resource Management Unit and support staff assigned to the Programme, oversee the overall control of expenditures by Partners which includes external audit¨ including overseeing the procurement and logistical processes involved in the implementation.
Conduct necessary outreach and maintain good relations with the Government of DRC on behalf of IOM and establish a structured consultation process between the Consortium and the Government of DRC through a Steering Committee.
Conduct necessary outreach and maintain good relations with Partners active in the zones of intervention of the Programme or within the field of stabilization. This includes UN, NGO and Governmental actors in Eastern DRC and, in particular, regular coordination with the Stabilization Support Unit (SSU) of MONUSCO and its Governmental counterpart STAREC.
Manage all external communications related to IOM’s activities and the Consortium, including communications to external partners, NGOs, the press, UN community and to all levels of the Government of DRC.
Manage all relations with the Donor related to IOM’s activities, coordination of the Consortium and implementation of all activities within the Programme.
Oversee and coordinate timely submission of reporting requirements to the donor and ensure all Partners of the Consortium comply with their reporting requirements to IOM.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, International Relations, Humanitarian Assistance, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience working in the field of stabilization, early recovery, community resilience and related fields; • Experience in operational activities in a complex crisis or post-crisis setting; • Experience in project design as well as project implementation and management; • Experience liaising with specialized international agencies (UN agencies, international organizations and international specialized NGOs); • Knowledge of UN, IOM and international organizations and NGOs mandates and programmes in the field of stabilization, early recovery and community resilience; • Work experience in Consortium settings or projects involving a series of implementing partners; • Experience working in the country or region is an advantage.
Languages
Fluency in English and French is required. Working knowledge of Swahili is an advantage.
