In DRC, PIN has been operational since 2009, delivering services and supporting population mainly in primary health care, education, WASH, nutrition and protection. PIN has its coordination office in Bukavu, province of South Kivu and projects are implemented in different territories, often in challenging, isolated and unstable areas.
The Project Coordinator (PIN volunteer) will be responsible for overall management of a project focused on nutrition-sensitive food security. The PC will be deployed between provincial capital Bukavu (25%) and the field office Minova (75%), Kalehe territory, under the supervision of the Head of Mission. Minova is accessible from Bukavu by car, and the office and guest house conditions are basic. The project area is mainly rural, accessible by car or motorbikes. PIN is currently implementing another project in the same area, managed by another expatriate Project Coordinator, who spends 50% of his time in Minova and 50% in Bukavu. The Project Coordinator is expected to coordinate the project, assure the timely implementation of the activities and proper M&E and reporting, he/she is expected to spend approximately 50% of the time in the field.
Main tasks:
Project management
- Full responsibility for the implementation of the project aiming at achieving the project results and indicators and fulfilling the contractual obligations (planning, follow up)
- Continuous improvement of the project quality and relevance
- Ensuring proper M&E and data collection
- Reporting
- Responsibility for annual budget of approximately 200,000 USD
- Representation of PIN at cluster and other relevant meetings
Team management
- Supervision of the national staff
- Supervision of overall Minova base functioning
Logistic
- Supervision of procurements
- Follow and active organization of projects logistics (especially transportation)
- Facilitation of communication between field and the Head Office in Bukavu
Security
- Compliance with all security and safety rules and regulations set-up by the Head of Mission (and as described in the SOP)
- Application of the security rules in the field and ensuring humanitarian access through negotiations with all relevant stakeholders based on agreement with the Head of Mission
- Gathering and reporting of security relevant information to the Head Office
Other
- Based on agreement with the Head of Mission representation of PIN as relevant (e.g. sub-clusters in Kalehe)
- Collaboration with local authorities (e.g. Health and Nutrition State authorities, local leaders, local administration), and other INGOs, UN agencies and any other relevant actor
- Any other task (e.g. data collection for newly prepared project), as agreed with the Head of Mission
Requirements:
- Knowledge of project management
- Sound judgment, coordination and management skills
- Fluent knowledge of French and English
- Relevant educational background
- Experience in PCM, nutrition, food security and in humanitarian/development work is an advantage
