Established in 1951, IOM is the leading inter-governmental organization in the field of migration

Context:

Under the overall guidance of the Chief of Mission (CoM), the direct supervision of Programme
Manager (PM) based in Lubumbashi and in close cooperation with relevant sub office and units
of DRC, the successful candidate will be responsible and accountable for meeting programme
reporting and coordination requirements for all activities related to the Border Management and
Police Professionalization (Community Policing) initiative in the Democratic Republic of Congo
(DRC). S/he will work on projects funded by the International Narcotics and Law Enforcement
(INL) Bureau of the United States Department of State, and will provide substantive input to
project development and implementation.

Core Functions / Responsibilities:

  1. Coordinate and prepare monthly implementation reports, progress reports, periodic and final
    donor reports in collaboration with the RMU in Kinshasa, the Regional Office in Pretoria and the
    IOM office in Washington.
  2. Analyze project data and information, and prepare narrative reports to meet Mission and
    donor reporting requirements, ensuring they are in line with financial and budgetary expenditure
    reports.
  3. Develop and maintain strong liaison with project partners and stakeholders, relevant
    governmental authorities and any other concerned agencies and working groups in order to
    identify new project opportunities, discuss donor funding, monitor and expedite project
    implementation, and resolve issues.
  4. Collect and analyse information on key performance indicators, project burn rates, planned
    and unplanned results and other aspects of INL project implementation to document program
    successes, opportunities and challenges for donor and IOM Management, including the
    Regional Office.
  5. Draft concept notes, fact sheets, project narratives, and where relevant, develop them further
    into project documents including work plans and logical frameworks, with a focus on projects in
    the area of Police Reform and Security Sector Reform (SSR).
  6. Ensure the IOM website is updated regularly, and coordinate social media reporting to include
    relevant project strategies and results.
  7. Liaise and act as focal-point with relevant interlocutors in order to ensure efficient information
    exchange and to promote IOM-implemented and INL funded initiatives, with a focus on law
    enforcement and border management institutions and other donors working in the realm of
    security sector reform.
  8. Develop and coordinate talking points, programme summaries, press releases, presentations
    and other informational material for workshops, seminars, conferences and meetings.
  9. Develop the Risk and Mitigation matrix, and ensure the establishment and maintenance of
    both a hard and soft copy filing system for projects and other reports.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, International Development, Law or a related field
from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience with international humanitarian organizations, non-governmental or governmental
institutions/organizations in a multi-cultural setting;
• Excellent drafting and reporting skills with proven track record;
• Strong knowledge of monitoring and evaluation tools and methodologies;
• Sound knowledge of project management/implementation and familiarity with financial and
business procedures;
• Experience in providing support to national efforts in the area of security sector reform, law
enforcement, project development, donor relations, operations and/or management;
• Experience working overseas as part of a post-conflict or reconstruction project or program;
• Ability to prepare and provide briefings in English and French.

Languages

Fluency in English and French is required.

Other:

Internationally recruited professional staff are required to be mobile.
