Duty Station:Goma, North Kivu, with frequent field trips to North Kivu, South Kivu and Katanga province, both rural and urban areas.
Main objective:
The Education and Protection Specialist manages a strategic sector for AVSI DRC. With her/his technical expertise the Specialist will support the Sector at a content and strategic level. In particular the specialist will lead strategy development and will transfer this into project activities. She/he will foster the discussion on specific issues and topics within the Education and Child Protection sectors in order to clarify and guide AVSI’s method. The specialist will set and improve the standard of activities implemented by project managers. As contribution to the monitoring and evaluation of the sector activities, the specialist is responsible to assure the quality and continuity of the information gathering and reports production realized by project managers. She/he will also provide reports at the sector level.
Reporting to:Programme Technical Advisor and Country Director.
Coordination within the organization: project managers, sector specialists, Head Quarter, other AVSI’ offices.
External Coordination: clusters, donors, state authorities.
Specific duties:
As Education and Child Protection Specialist:
- Contents development: in line with national and regional priorities as set by donors, government authorities, local beneficiaries the education specialist will analyze and develop contents aligned with context needs in provinces where AVSI is working. This will be part of a sector documents where priorities and AVSI strategy is written. Identify issues/topics for further research on education and make recommendations accordingly.
- Project proposal: as part of her/his duties when asked the specialist take part to the project proposal writing, assuring high quality standards documents, in collaboration with the Program Technical Advisor.
- Sector monitoring and evaluation: as part of learning and improving process, the specialist is responsible to ensure high quality monitoring report in line with the organizations and donors standards. She/he will be responsible to analyze and produce monitoring and evaluation information and reports, both qualitative and quantitative aiming to improve activities impact and programmes development.
- Coordination: the specialist when necessary provides technical expertise to project managers with the aim to assure high quality standards of project activities. Training of project managers and other staff on education tools, procedures and technical contents.
- AVSI representation: as part of her role, she will take part to strategic meeting with stakeholders.
As Project manager:
- Assure that project outputs and outcomes are delivered in line with the project document
- Assure coordination with all the actors (NGOs and governmental institutions) in the field and at the coordination level
- Manage the team and assure they comply with organizational procedures and standards
- Recruit the necessary staff for the project implementation.
- Assure the good quality of the final project evaluation, prepare timely reporting throughout the project in line with donors guidelines.
- In coordination with the other functions assure close financial follow up of the project
- Plan the needed procurement procedures in coordination with the logistic team
Tasks:
- Develop sector guide documents based on AVSI’s activities in place and new content proposal,
- Develop the sector working plan,
- Organize coordination meeting and activities with project manager,
- Participate in planning for baseline, mid-term, and final evaluations and contribute to highly effective M&E systems,
- Provide technical expertise to the M&E system of the sector,
- Provide lessons learned to the sector base on M&E information, field visits and other documents external to AVSI DRC when available,
- Prepare quarterly report on sector advancement activities,
- Supervision of cluster co-lead and database officers,
- Support project managers during the project setup (Profiles definition and HR selection, link with authorities, field assessment, trainings),
- Hold cross project capacity building meetings,
- Other tasks in line with the profile might be requested by the CD.
Essential Requirement:
- At least 5 years experience in Africa;
- Relevant academic qualification and experience
- Proficiency in written and spoken French;
- Hands on experience of managing staff in insecure locations
- Experienced with conflict and disaster related displacement issues
- Ability to work under pressure
- Very good knowledge of Microsoft Office package
