The Union draws from the best scientific evidence and expertise to advance solutions to public health challenges affecting people living in poverty. They conduct research, provide training and offer technical assistance leading to health solutions for the poor in more than 150 countries each year (Tuberculosis tobacco use, HIV and AIDS, lung disease, non-communicable diseases). Partners include governments, international agencies, civil society and the private sector.
Challenge TB (CTB), led by KNCV Tuberculosis Foundation (KNCV), is a USAID-funded 5-year global program to decrease TB mortality and morbidity in high burden countries. An international consortium of leading organisations, including The Union, will be implementing this global programme.
The overarching strategic objectives of Challenge TB are to improve access to quality patient-centered care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms. In the Democratic Republic of Congo (DRC), The Union will act as the technical lead for Challenge TB, responsible for overseeing the successful implementation of the project, and coordinating with the partners, at national and international level.
About the Role
The Deputy Director will report to the Challenge TB (CTB) Director in all the tasks needed to implement the Challenge TB project in DRC. S/he shall serve as the second technical liaison (after the CTB Director) with the USAID mission, the National Tuberculosis Program (NTP), Challenge TB country project partners both in country and abroad, as well as with other relevant USAID and the President’s Emergency Plan for AIDS Relief (PEPFAR) implementing partners in DRC.
Given that Challenge TB in DRC is a project to support the NTP in the implementation of its National Strategic Plan, this project will involve close collaboration with the NTP Director. The Deputy Director and the CTB Director shall work in close collaboration with The Union Paris headquarters on issues of project management.

Qualifications/ Education
- A master’s degree in a health-related field with qualifications in public health or a related discipline.
Essential Experience
- Experience with USAID-funded projects is strictly required
- Minimum 5 years’ professional experience managing large projects in complex settings in an international environment.
- Significant experience in program management, capacity building, project monitoring and evaluation, preferably including in DRC
- Excellent verbal and written skills in English.
- Experienced manager including finance, HR, logistics.
- Strong communication, both written and verbal, skills with ability to communicate within the organization and the partnership network.
- Proven capabilities in leadership, management and program development.
- Strong strategic and analytic skills and results-oriented team leader.
- Proven interpersonal, negotiation and organizational skills
- Ability to motivate staff effectively, and delegate tasks.
- Demonstrated intermediate computer skills in Microsoft Office applications, including Word, Excel, PowerPoint and Outlook.
- Willingness and ability to travel in all Challenge TB project areas in DRC and outside the country as necessary
Desirable
- Spoken and written French desirable.
