People in Need (PIN) has been working in South Kivu province, Democratic Republic of Congo since 2009 (for more details see www.peopleinneed.cz). In response to the immediate needs in a post-conflict environment, PIN started with implementation of programs focused on access to primary health care, improved access to and quality of primary education, support to victims of sexual violence and assistance to vulnerable communities in meeting their basic needs through livelihoods and water and sanitation interventions. Currently, PIN´s work is covering both emergency and recovery phase while we seek for more sustainable solutions and make substantial efforts towards lasting development in DRC. PIN is present in South Kivu Province, with main office in Bukavu.

The Program Manager (PM) will be deployed between provincial capital Bukavu (50%) and the project site Kalehe territory (50%). The project location is a rural area with several bigger urban settlements, accessible by vehicle from Bukavu. PIN is planning to start a project focused on improving access to justice and strengthening the civil society. The overall objective of the project is to enhance access of the citizens to the strengthened civilian judicial system in Kalehe territory in South Kivu province. That shall be achieved by series of interventions in two main areas: access to the justice and performance of the justice system. The theory of change is based on our conviction that, if the system is capacitated and the access is eased, the people shall use the formal justice more than before and they shall not rely anymore on traditional discriminatory justice.
The PM will be in charge of the implementation of all the components with the support of specialized national staff. The PM will be responsible for attaining quality and timely results in the field, as well as following all necessary administrative and financial rules related to implementation. Program Manager will overlook all activities of PIN as well as the Congolese partner NGO ICJP and supervise a team of approximately 10 national employees.
Main responsibilities:
- Overall responsibility for the implementation aiming at achieving the project results and fulfilling the contractual obligations (project cycle management)
- Continuous improvement of the program quality and its relevance
- Ensuring proper M&E and data collection
- Reporting
- Responsibility for annual budget of approximately 600,000 USD
- Communication with the donor in cooperation with Country Director and HQ
- Representation of PIN at relevant provincial and national meetings and fora
- Supervision of national team of approximately 10 persons
- Participation in preparation of new project proposals
- Supervision of project purchases and adherence to the procurement guidelines
- Planning and supervision of project logistics (especially transportation)
- Facilitation of communication between the field and Head Office in Bukavu
- Strict adherence and respect of all security and safety rules and regulations set-up by Country Director
- Application of the security rules in the field
- Collaboration with local authorities (health State authorities, local leaders, local administration), and other INGOs, UN agencies and any other relevant actors
Main requirements:
- Master Degree in Law or related background
- At least 5 years of experience with community and/or justice related projects
- Analytical and problem solving skills
- Fluency in written and spoken English and good level of French
- Ability to work independently, systematically and plan effectively
- Experience with leading a team
- Ability to motivate and develop skills of others
- Ability to work in difficult conditions and under pressure
- Good capacity to work in multi-national teams
- Cultural sensitivity, work/travel in development countries is a great advantage
