Type of contract: 12 Months, Fixed term
Salary: Entre £ 27,550 – 36,547 Net per annum. Oxfam will meet the tax and social security liabilities of the post holder in relation to employment with Oxfam

Context :
Oxfam works in the Democratic Republic of Congo since the 1960s. This is one of the largest Oxfam programmes in the World. Oxfam works in the areas of Water and Sanitation, Livelihoods, Protection, Gender, Governance and Humanitarian response. The programme is developed in the East in a context of conflict and in the West in a context of stability and deep poverty. Despite challenges Oxfam envisions to apply in DRC a Rights Based Approach on its programmes in DRC

Responsibilities:

To represent Oxfam in WASH related technical and public health forums at the Provincial and national levels and to lead on contacts with the relevant Government Authorities; To represent Oxfam in WASH related technical and public health forums to other NGO’s, UN agencies, donors and others where requested, both at Provincial and National levels; To manage in close collaboration with the Programme Manager, the strategic aspects of the Oxfam WASH programme of a day-to-day basis and to develop the WASH programme in-line with this strategy; To lead on the development of new WASH proposals, in partnership with the Provincial WASH Teams that are socially acceptable, environmental friendly, economically viable and sustainable in the DRC context; To work closely with both the Provincial Public Health Promotion and Public Health Engineering Teams to plan, design and implement the WASH programmes; Ensure that all new projects are started and completed in a timely and proper way; To report regularly, verbally and in writing to the Oxfam Country Director, the Regional WASH Advisor based in Nairobi and the Oxford based Advisors in Oxford; Ensure high quality WASH programme reporting and assist in preparing mid-term and final reports for donors in collaboration with senior management team in DRC; Ensure that the (provincial) teams are receiving the right support to deliver high quality work and ensure that all programmes take gender and accountability issues into account. This includes mechanisms to enable men, women and children to participate in decision-making around WASH issues; In collaboration with the MEAL Coordinator, organise every 6 months meaningful evaluations that inform learning and are in-line with the project cycle of each project; Ensure that lessons learned are captured and used to share information within the WASH sector; Build networks with donors, strategic partners, research institutions to share lessons learnt, good practice with reference to working towards recommendations and adapted approaches; Develop, when deemed opportune, further strategic external contacts-with an emphasis on building a high quality Congolese network of expertise and main actors; Participate in Oxfam International Essential Services Programme review when required.

Required Qualifications:
A master degree in social sciences (Social geography, applied sociology) or a technical background closely linked to the WASH sector; A specialization in institutional arrangements of WASH/public services; Substantial professional experience, preferably in developing countries; Solid track record in project management and objective oriented project planning; Able to produce quality documents in French and English; Fluent in both French and English; Experience in the DRC is considered an advantage; A proven networker; Excellent communication skills; A self motivator.
