The UK Government (DFID) contracted Adam Smith International to design and implement an ambitious £50m programme, entitled ÉLAN RDC, meaning 'impetus'. The programme is designed to deliver lasting and wide-spread improvements in the performance of the key market systems in which poor men and women participate as consumers, entrepreneurs, farmers, and workers. It applies the "Making Markets Work for the Poor" (M4P) approach, addressing the reasons why markets are not working effectively for poor people. Already the programme has achieved success within the coffee, micro-hydro, mobile money, rice, river transport and seed sectors.
The Provincial Technical Manager (PTM) will oversee ÉLAN RDC's provincial portfolio of interventions and strategy according to the M4P approach. They will work in liaison with the Kinshasa head office and provincial team, taking responsibility for the province and relevant stakeholders.
With the support of the PTM, the programme will evolve, as less successful interventions are modified, successful interventions are scaled-up, and new sectors are added in response to emerging opportunities. The aim is to deliver increased incomes for over 2.5m poor men and women by 2020.
The PTM will be responsible for:
- Managing the ÉLAN RDC provincial portfolio, strategy and technical output
- Managing the ÉLAN RDC team in the province
- Managing the ÉLAN RDC provincial office
Skills & Experience Required:
- Significant experience (at least 5 years) in Private Sector Development
- Technical expertise in Value chain analysis/Private Sector Development /M4P/Market system development approach
- Strong experience managing projects and local teams
- Prior experience working with DFID/USAID and/or M4P programmes in sub-Saharan Africa (experience in DRC being preferred)
- Proven experience and ability to think strategically and design feasible interventions to address systemic constraints in a market system.
- Excellent negotiation and relational skills to build partnerships with market actors and act as a facilitator in the market.
- Good communication skills oral and written in both English and French
- Excellent analytical skills
- Advanced University Degree or equivalent in economics/agriculture-finance or related field
Reporting & Management:
- The PTM will report to the Team Leader.
- The PTM will work in close collaboration with the relevant Project Manager and Sector Leads, managing the provincial portfolio (pipeline and progress against work plan) and the local team (deliverables and performance).
- The PTM will line manage the provincial team (core staff and associate consultants).
Timing & Duration:
This is a permanent, full-time position based in the provincial capital, with field trips throughout the province and to Kinshasa. The PTM is expected to provide a maximum total of 220 days in country per year.
