We are looking for our new Food Security Specialist in DRC!
NRC has been present in DR Congo since 2001 and currently runs operations in the Provinces of North & South Kivu, Province Orientale and Kasai and Tanganyika Province with offices in Goma, Bukavu, Beni, Bunia, Kananga and Kalemie. The programme has an annual turnover of approximately NOK 308M. The DR Congo operation responds to populations affected by conflict and displacement. We reached around 700.000 beneficiaries with Education, Food Security, ICLA, WASH/shelter and Rapid Response Mechanism projects.
The purpose of this position is the technical development of the Food Security strategic direction and quality assurance. The Food Security Specialist is responsible for mentoring, training and capacity building of staff on technical capacity.
The Food Security Specialist will report to the Head of Programme.
Job description
- Develop Food Security strategy, technical guidance and Macro LFAs;
- Compliance with and adherence to NRC policies, guidance and procedures;
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports;
- Identify trends technical standards and donor priorities;
- Follow up on compliance with contractual commitments within Food Security, ensure high technical quality and synergies in project implementation;
- Provide technical direction and project implementation support;
- Ensure that key learnings are extracted from Food Security core competency (CC) implementation, and incorporate them in CC and staff development processes
- Provide systematic training and build capacity of technical staff;
- Represent NRC in relevant forums/clusters, including with national authorities and donors;
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
Qualifications
- Minimum 4 years of experience within Food Security area in a humanitarian/ recovery context;
- Knowledge of the context in DRC;
- Experience with market assessment, analysis and market based approaches;
- Experience from resilient livelihood approaches adapted to conflict contexts;
- Experience from protection and advocacy work within Food Security sector;
- High level of experience in programme management associated to food assistance and socio economic recovery;
- Strong capacity in leading proposal development;
- Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, WFP, Unicef, NMFA, Sida);
- Ability to work closely together with other field staff and across sectors;
- High level of communication, representation, flexibility, and negotiation skills;
- Documented results related to the position’s responsibilities;
- Knowledge about own leadership skills/profile;
- Fluency in French and English, both written and verbal;
- Valid driver’s license.

We offer

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.

- Duty station: Goma with up to 75% travels. Goma is a non-family posting. International staff members are required to live in joint accommodation.
