Job Summary International Medical Corps is looking for a qualified WASH IPC Specialist to work with its Ebola Response Team in DR Congo. The main tasks of the WASH IPC Specialist is to manage WASH activities in Beni Transit center as well as SRUs in communities in Beni. S/he will ensure the smooth and safe operation of WASH related interventions in transit center and SRUs including establishing, supervising, managing, and implementing quality control and assurance mechanisms. S/he will oversee various teams involved in Infection Prevention and Control (IPC) activities, including in high risk areas.

Project Implementation

• Participate in WASH assessment inBeni, Magina and Butembo to identify opportunities to expand IMC WASH program into these areas and work with WASH Coordinator to develop Concept notes/ proposal for OFDA and other potential donors to address needs in the “newly identified liberated provinces.
• Oversee and supervise all infection prevention and control activities including supervision, mentoring, and training and clinical and non-clinical teams.
• Oversee the establishment and management of an efficient and safe system for the production and distribution of sufficient amounts of water and chlorine solutions throughout ETCs and SRUs.
• Responsible for the selection and design of adequate water supplies for the transit center including source selection (ground water, surface water), abstraction, storage treatment, and distribution for new systems and/or rehabilitation of old systems. Design the most appropriate form of sanitation system (to include excreta disposal, vector control, health care waste treatment and disposal, drainage) taking full account of local conditions, resources, customs, and cultural norms.
• Lead the Rapid Response Team in the locality and will be in charge of technical assignments, technical designs, implementation of technical components, monitoring of on-going work and budget monitoring.
• Promote and guide quality in International Medical Corps emergency programs including promoting and guiding programs in their adherence to International Medical Corps emergency strategy, program policies and procedures, SPHERE standards, the Red Cross, and NGO Code of Conduct, and the UN-led cluster approach.
• Lead the process of contingency planning, guiding and supporting Managers in elaboration of contingency plans, review and advice on plans and ensure update of plans on regular intervals.
• Assist the WASH managers to develop the technical team’s objectives in the line with the International Medical Corps’ WASH strategy. Objectives contribute to national and regional strategy and involves integration with other programs.
• Provide technical guidance to the WASH team to ensure OFDA WASH project targets are met within the required timelines
• Support (alongside the WASH Coordinator in the detailed assessment of all water points/ Health facilities to be rehabilitated and develop BoQs for the same facilities.
• Work with support departments (logistics and finance) to assess available contractor’s suitability to work with IMC in the execution of WASH infrastructures (latrine construction, water point drilling, borehole rehabilitation, etc.).

Human Resources

• Set objectives with the WASH IPC Officers, mainly related to the timeframe and quality of work in line with program strategy.
• Establish and/or manage teams of national staff with various tasks inside the transit center and SRU, including hygienists, cleaners, laundry workers, burial teams, chlorinators, waste managers.
• Ensure all team members are fully induced to their tasks, and closely monitor strict adherence to established protocols.
• Periodically evaluate performance and assess skills, maintaining the building capacity needs of program teams.

Representation, Advocacy and institutional learning

• Ensure that International Medical Corps work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, such as the WASH cluster/sector.

Qualifications

• University degree in civil/public health engineering or related field.
• 3+ years of professional WASH technical experience, with at least 1 year in emergency response.

Experience

• Proven experience in WASH in health facilities, including management of infectious waste.
• Experience in PCI and especially in the context of the Ebola virus disease;
• Previous experience in the field of WASH with other NGOs and INGOs
• Strong organizational, interpersonal, and communication skills
• Previous experience in the supervisor position

Competency

• Proficient knowledge of AUTOCAD and preparation of bill of quantities (BoQ) essential;
• A good understanding of WASH in health facilities including WHO Infection prevention and control protocols and guidelines
• A good understanding of donor procedures especially USAID and WHO guidelines;
• Good organizational, forecasting and planning skills especially as it relates to WASH infrastructures in health facilities
• An understanding of requirements of a rapid response emergency operation.

• Attention to details and excellent numeracy skills.

• Diplomacy, tact and communication and negotiation skills.

• Flexibility, adaptability to work under tight deadlines and pressure

Languages

• Fluent spoken and written French and one or more DR Congo local languages;
