Chemonics seeks a chief of party for an anticipated project in the Democratic Republic of Congo (DRC) funded by USAID through the Global Health Supply Chain Program — Technical Assistance. This project will aim to achieve universal coverage for long-lasting insecticidal nets in the DRC with the implementation of annual, provincial, household-level mass campaigns and school-based distributions. The chief of party will oversee the overall strategic framework and management of the project in the DRC. The chief of party will lead the development of a program strategy and implementation of the work plan; monitor programmatic, financial, and administrative performance; and maintain effective communication with USAID, Chemonics headquarters, various stakeholders in the public and private sectors, as well as with other donors and partner agencies. Responsibilities include:

  • Lead the development of a program strategy and the implementation of the work plan
  • Monitor programmatic, financial, and administrative performance of the project
  • Develop and implement annual work plans and budgets that reflect the needs and priorities of USAID, the Ministry of Health, and other relevant stakeholders
  • Ensure the use of appropriate management tools to plan, organize, and monitor costs and resources to achieve project objectives
  • Ensure compliance with standard operating procedures for deliveries and distributions, including freight transportation, storage and distribution, and the use of logistical management information systems
  • Coordinate with stakeholders to build and reinforce the capacity of national systems
  • Oversee operations of the project office in-country in accordance with the policies and procedures established by Chemonics management, including human resources, procurement, finance and administration, and subcontracting
  • Maintain strong and positive working relationships with clients, partners, and key stakeholders, including USAID and local governments
  • Oversee regular data collection and reporting and lead regular reviews of performance to identify issues and drive evidence-based interventions
  • Develop and implement risk mitigation strategies for procurement and logistics services while assessing risk quarterly and implementing risk management and mitigation strategies
  • Develop, update, and implement a performance monitoring plan that encompasses commodity security and logistics management indicators and includes project-wide performance measures
  • Strategically identify capacity gaps and arrange for appropriate training
  • Report results to USAID, the Ministry of Health, other funders, and the home office
  • Lead, coach, and motivate the in-country team

Qualifications:

  • At least eight years of experience in managing public health programs, particularly related to malaria, including experience with large-scale campaigns or supply chain management systems in developing countries, with five years in senior leadership positions on donor-funded projects
  • Advanced degree in health or management-related discipline; a bachelor’s degree in one of the aforementioned fields, plus five years of work experience beyond the eight years required above, may replace an advanced degree
  • Demonstrated ability to manage and implement a complex public health project funded by USAID in the DRC or other French-speaking African countries; country experience in the DRC preferred
  • Proven skills in leading and managing high-performing teams
  • Demonstrated leadership, versatility, and integrity
  • Strong written and oral communication skills in English and French required
