Reporting to the Monitoring and Evaluation Advisor, the Monitoring and Evaluation Officer supports the implementation of the monitoring and evaluation (M&E) system developed by ICAP-Angola at supported sites in order to provide accurate and timely data. The M&E Officer will liaise closely with the M&E Advisor.
This position is grant funded.

Major Accountabilities
General
- Support the implementation of the M&E plan at supported sites ensure that activities are implemented according to the schedule
- Ensure regular M&E coordination with ICAP-Angola and ICAP-NY
Technical Assistance
- Provide technical assistance to the ICAP supported sites to guarantee data quality, conduct routine reporting and analysis, and evaluation of the implementation of key programs
- Support and monitor adherence to M&E standard operating procedures (SOP)
- Support site staff to ensure efficient data flow and strong linkages between data from different program areas
- Train and support site staff on the proper use of M&E materials including patient tracking forms, registers, reporting tools, and data management systems
- Coordinate M&E capacity building activities at the site and provincial level in collaboration with INLS and other partners to implement effective M&E and strategic information systems
Reporting and Data Quality
- Coordinate with site level staff and ICAP-Angola M&E staff to develop and submit monthly, quarterly, and annual reports
- Coordinate the activities of data collection, reporting and feedback of information using standards from INLS and ICAP M&E Plan
- Ensure compliance with deadlines for submission of reports, checking the arrival of reports and the quality of the data in those reports
- Enter routine data into ICAP’s health information management system across program areas
- Conduct routine data quality assurance (DQA) activities at the sites in accordance with DQA SOPs and in collaboration with INLS and other partners
- Review, verify, and correct data collected during DQAs through triangulation of data sources
- Coordinate review of DQA results and promote the use of routinely collected information at the site and provincial level to contribute to the improvement of data quality
Data use and dissemination
- Organize and provide information on project activities and routine data for technical and clinical ICAP staff
- Promote and support dissemination activities and analysis and use of routine data at the site level
- Support other activities as assigned
Education
- A degree in epidemiology, biostatistics, public health, international health, or a related discipline. An advanced degree in the above fields is an advantage
Experience, Skills & Minimum Required Qualifications
- Minimum 3 years of related experience.
- Experience in the implementation and management of health monitoring and evaluation systems in Angola
- HIV/AIDS M&E experience is highly desirable
- Field orientated and comfortable with a team approach to program implementation and the ability to manage several major activities simultaneously
- Strong data entry, data management and analysis skills
- Strong computer skills, including the ability to rapidly process and analyze data using the following: MS Excel, Access, SPSS/SAS/Stata, and Epi-info
- Strong interpersonal skills
- Knowledge of and experience in health information management systems and database maintenance
- Organizational and management skills
- Good written and verbal communication skills in English
