Angola: Monitoring and Evaluation Advisor

Reporting to ICAP’s Angola Country Representative, the Monitoring and Evaluation Advisor will provide leadership and guidance to the ICAP-Angola Monitoring and Evaluation team, and assume an overall coordination of the implementation of the monitoring and evaluation (M&E) system developed by ICAP-Angola at supported sites. The M&E Advisor will liaise closely with the ICAP-New York Strategic Information (SI) Unit, and other technical and programmatic staff in New York. Leads communication on M&E issues with partners including the Centers for Disease Control and Prevention (CDC), the Ministry of Health (MOH) and the National Institute to Fight AIDS (INLS).

This position is grant funded.

LOCATION: Luanda, Angola

Major Accountabilities

General

  • Oversee the implementation of the M&E plan at supported sites, and ensure that activities are implemented according to the schedule
  • Provide overall technical guidance and capacity building to the M&E team, with responsibility for coordination of M&E activities
  • Develop M&E strategies, frameworks, plans and indicators to assess project performance and impact
  • Identify M&E priority activities for incorporation into M&E and project workplans
  • Ensure regular M&E coordination with ICAP-NY SI unit

Technical Assistance

  • Provide technical assistance to INLS to strengthen strategic information activities and M&E systems in PEPFAR-supported sites
  • Attend meetings of M&E technical groups with CDC, MOH, INLS, and partners as needed
  • Conduct regular visits to the sites to provide technical support in the implementation of key M&E activities and to identify where adjustments may be required.
  • Develop and oversee adherence to M&E standard operating procedures (SOPs)
  • Coordinate technical assistance for HMIS activities, including advising on the development of aggregate electronic and patient-level databases

Reporting and Data Quality

  • Develop and oversee procedures for data collection, reporting and feedback of information, including reporting to PEPFAR and ICAP
  • Ensure that robust electronic systems are in place to maintain and use aggregate level M&E data
  • Lead the development, implementation and routine data quality assessment procedures at all ICAP-supported sites
  • Oversee the collection and reporting of data for all donor and headquarter reports; and contribute to writing program narrative reports
  • Participate in quarterly technical review calls with ICAP-NY to review progress to targets
  • Provide technical support to M&E team to ensure submission of quarterly, and annual reports
  • Undertake overall coordination of knowledge management activities to document, share and archive data to build institutional memory as well as to inform programmatic direction

Data use and dissemination

  • Lead development and provision of information on project activities and routine data for technical and clinical ICAP staff
  • Lead dissemination activities, including analysis and use of routine data at supported sites
  • Oversee technical guidance to MOH/INLS and implementation partners for data use and dissemination of routinely collected data
  • Carry out other duties as assigned

Human Resources

  • Overall supervision for managing and implementing the activities of the M&E team according to the desired technical requirements
  • Manage M&E staff, including overseeing hiring, updating ToRs, training of staff, and performance evaluation

Education

  • Advanced degree in epidemiology, biostatistics, public health, international health, or related discipline (PhD will be an added advantage)

Experience, Skills & Minimum Required Qualifications

  • Minimum 7 years of experience in leading complex, high-quality M&E programs in international settings or related field.
  • Excellent Portuguese and English communication skills (both written and verbal)
  • Demonstrated experience working with US Government or other bi-lateral donors, and with senior government officials.
  • Demonstrated experience working in HIV/AIDS field in sub-Saharan Africa, particularly Angola, strongly preferred.

Experience, Skills & Preferred Required Qualifications

  • Demonstrated experience building Ministry of Health capacity in M&E.
  • Strong familiarity with US Government reporting requirements, including PEPFAR indicators.
  • International health program development and project management experience
  • Field orientated and comfortable with a team approach to program implementation and the ability to manage several major activities simultaneously
  • Strong data management and analysis skills
  • High-level computer skills, including the ability to rapidly process and analyze data using the following: MS Excel, Access, SPSS/SAS/Stata, and Epi-info
  • Extensive experience in supervising staff with a demonstrated ability to motivate staff and build effective teams
  • Strong knowledge of and experience in health information management systems, database maintenance, and patient-level databases
