We are looking for a Protection Adviser to join our teams in Democratic Republic of Congo!
NRC has been present in DR Congo since 2001 and currently runs operations in the eastern provinces of North & South Kivu, Province Orientale and Kasai, with offices in Goma, Bukavu, Beni, Bunia and Kananga. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responds to populations affected by conflict and displacement. We reached 614 390 individuals in 2017 with our core competencies Education, Food Security, ICLA, WASH/shelter and emergency response.
The Protection Adviser reports to the Country Director.
Job description
- Facilitate and co-chair meetings for the national Protection Cluster with the UNHCR cluster coordinator, ensuring agreement and follow-through of key decisions and action points; and contribute to inter-cluster coordination and planning;
- Ensure coordination and information exchange with Protection Cluster partners, UN and Government counterparts related to protection issues, situation analysis, gaps, planning, funding processes etc.
- Represent the Protection Cluster and its interests to government, donors, inter-cluster, stakeholders and other fora;
- Provide practical support and guidance to Cluster partners on needs assessments, coordination, project development and implementation, and utilization of funding opportunities.
- Provide capacity building to cluster partners and relevant counterparts including government, including design and facilitation of protection training, including tools and methodology for protection mainstreaming in emergency response and protection needs assessment.
Responsibilities:
- Minimum 3 years of experience working on protection related issues in humanitarian emergencies, including experience with protection clusters and provision of technical advice to field teams;
- Excellent understanding of protection issues in emergency contexts and displacement situations and detailed knowledge of humanitarian principles, guidelines for humanitarian assistance, and relevant international legal frameworks;
- Sound understanding of humanitarian coordination, funding, and leadership mechanisms and experience working with the protection cluster or sector coordination;
- Strong leadership, coordination, and inter-personal skills, working well both in teams and independently;
- Strong research, analytical, planning and drafting skills;
- Excellent advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster;
- Experience developing and delivering protection training, and good presentation skills in French/ English;
- Experience from working in complex and volatile contexts
- Fluency in both written and verbal English and French;
- Knowledge of the context in DRC is preferred.

We offer

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
- Grade: 8
- Duty station: Kinshasa with 20% travels. Kinshasa is a non-family duty station. International staff members are required to live in joint accommodation.
