Description:

The USAID DRC Office of Education and DFID DRC will support a primary education activity to improve equitable access to education and learning outcomes for children in the DRC. This activity will primarily target the provinces of: Katanga, Kasai Occidental, and Equator. Activities under this Contract shall target all schools within a geographic education district or religious network. Efforts to support access for out of school youth related to accelerated learning programs shall target South Kivu and North Kivu as well. The activities under this Contract shall support improved learning outcomes in the government public primary schools and schools supported by religious networks which are recognized by the GDRC.

Position is contingent upon receipt of donor funding and based in Kinshasa, Democratic Republic of Congo.

Job Summary / Responsibilities:

  • Provide overall technical expertise on improving educational quality, including improving the quality of instruction at the primary level for three Congolese languages and French, ensuring that teaching/learning materials are used effectively and increasing community participation to support school-based and extracurricular learning.
  • Provide overall management and implementation of education program activities (planning and budgeting, budget execution and financial management, human resource development, communication and coordination with donor agencies and NGOs supporting development and rehabilitation of education).
  • Strengthen the technical quality of education programs and the capacity of staff to implement the high quality programs.
  • Define strategic direction and ensure high quality education programming.
  • Manage project related budgets, supervise staff, oversee program implementation, and provide technical assistance.
  • Engage with the MEPSP to integrate key elements around teacher and learner well-being.
  • Evaluate programmatic effectiveness and provide technical assessment reports. Review, analyze, and evaluate the effectiveness of literacy-related activities and make recommendations for improvement to meet project goals.
  • Represent the project externally at professional meetings and conferences.
  • Maintain collaborative relationships with donor/client organizations, relevant government agencies, and nongovernmental organizations.

Qualifications:

  • Master’s degree or higher in reading education, curriculum and instruction, elementary teacher education, or education with a reading focus;
  • Knowledge of linguistics and instructional design;
  • Minimum seven years of demonstrated technical expertise, with substantial developing country experience, including conflict-affected environments;
  • Experience in overseeing the design of instructional materials for large-scale education programs required;
  • Experience teaching in primary schools strongly preferred;
  • Technical expertise with literacy assessment, teaching and learning materials, and scripted lessons required;
  • Minimum three years in a management position, preferably including direct supervision of professional and support staff, and quality evaluation of staff performance and deliverables preferred;
  • Demonstrated leadership, versatility, and integrity;
  • 5 years’ work experience in developing countries, including conflict-affected environments;
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff;
  • Excellent oral and written communication skills in English and French required.
