Background:
With headquarters in Kinshasa and field offices in the provinces of North Kivu, South Kivu and Katanga, the IRC is one of the largest humanitarian actors in the Democratic Republic of Congo (DRC). The IRC aims to save lives, to strengthen Congolese institutions and to reinforce social cohesion through carefully designed and professionally-implemented programs. The IRC has been working in the DRC since 1996 and currently operates in five core programming areas - primary health care, community-driven reconstruction and local governance, women's empowerment and the prevention and mitigation of gender-based violence, education, and emergency preparedness and response. These programs reflect IRC's guiding principles of capacity-building; participation; partnership; protection and promotion of human rights; and holistic programming.
Under the responsibility of the Emergency / CDR Grants Manager, the Grants Officer will support the Emergency / CDR Grants Manager in meeting donor deadlines for reports, ensuring compliance of Emergency / CDR grants with donor regulations, and assisting with proposal development as needed. IRC's emergency program is supported primarily by UNICEF and OFDA and responds rapidly to population movements triggered by conflict, by supporting vulnerable populations with limited access to safety, health care, shelter, clean water and food. In the DRC the IRC is also implementing "Tuungane", a large Community Driven Reconstruction Grant funded by DFID, which is implemented in four different DRC provinces (North Kivu, South Kivu, Tanganyika, and Haut Katanga).
Scope of Work:
Reporting
- Prepare OFDA quarterly and final report
- Prepare UNICEF RRMP interim reports
- Assist with the preparation of the IRC DRC Annual Report in January-February 2016
- Other tasks as assigned by the Grants Manager or the DDGPS
Program Development
- Assist with the preparation/finalization of emergency proposals as needed
Requirements:
- Postgraduate degree in international relations, law, political science or similar governance related discipline.
- 1-3 years experience in grants management, project management or other relevant experience
- Excellent communication skills required
- Excellent networking and interpersonal skills
- Proven track of capacity building in challenging environments
- Excellent writing/editing skills in English and ability to work in French
- Previous knowledge of cash programming preferred
- Strong knowledge of gender and inclusion strategies
- Strong computer skills (Excel, Word, PowerPoint, and Outlook).
- Must be comfortable working as part of a larger team in a complex, fluid and demanding environment.
- Ability to travel frequently to project sites.
Specific Security Situation/Housing:
The designated base location for this position is Goma in North Kivu Province. Crime and theft are common so there is limited freedom of movement. Civil conflict is ongoing in the Kivu provinces, and the area is considered unstable; however, Goma town is relatively stable. Strict adherence to security guidelines is requested of all IRC staff. The Grants Officer will be housed in shared housing with other expatriate IRC staff. This position is NOT accompanied.
