Help a Child (HaC) is a Christian international NGO specialized in community development with its headquarters in the Netherlands and operating in the Democratic Republic of Congo (DRC) since 2008. Founded in 1968, HaC’s mission is to improve the wellbeing of children living in poverty and crisis through supportive communities. HaC’s Disaster Response strategy is a holistic approach that covers both physical and psychosocial needs. It focusses on the sectors Food Security and Livelihoods (FSL), Protection and Education with Multi-Purpose Cash (MPC) as the preferred modality for live saving support. The focus of HaC’s Disaster Response strategy is on children and youth, with special attention for girls, disabled and pregnant and lactating mothers because of their vulnerability. When possible, the wider family is included, because they are the nurturing environment in which the child functions and is protected. HaC is both self-implementing and working through local partners. Principal sources of income are child & family sponsorship, foundations and institutional donors.
Help a Child is a member of the Dutch Relief Alliance (DRA), a coalition of Dutch humanitarian NGOs funded the Dutch Ministry of Foreign Affairrs. HaC is currently planning and preparing for the 2019 Joint Response (JR) program. Continuation of Food Security and Livelihood (FSL) activities in Fizi territory (South Kivu) are foreseen. As well as Water, Sanitation & Hygiene (WASH) and FSL in Masisi territory (North Kivu). For next year’s Joint Response, HaC is planning to add activities on Protection in South Kivu as well.
Furthermore, HaC is about to start implementation of the pilot project “Empowered2Protect” (E2P), in collaboration with Invi, a Dutch social enterprise, and Université Evangélique en Afrique (UEA). E2P is funded by the DRA Innovation Fund (DIF) and aims to empower people to protect themselves from SGBV using a combination of SGBV awareness sessions and a new self-defense device (Invi Bracelet) that can directly keep off perpetrators and alarm others and which has, as well, the potential to raise awareness on SGBV among communities.
Position
The Project Coordinator oversees the implementation of E2P and the Protection component of the DRA Joint Response on the ground, ensuring compliance and operational quality of the projects.
Duties and Responsibilities
Under direct supervision of the Country Program Director (CPD), the Project Coordinator - Protection will have the following responsibilities:
- Coordinate, manage and monitor E2P and DRA JR (protection component) implementation. These include prevention and response to gender-based violence, prevention and response to child abuse, neglect, exploitation and violence (special attention to Unaccompanied and Separated Children (UASC) and all children affected by displacement), protection considerations for people in displacement (IDPs and Refugees), etc.
- Evaluate E2P and DRA JR achievements and produce monthly, quarterly and annual reports;
- Manage the in-country protection team and collaborate directly with the protection focal point from Help a Child International and the focal point from Invi (both in the Netherlands;
- Contribute to the development of new protection projects, communicate and coordinate with other actors in protection (mostly SGBV and Child protection) and authorities (local and provincial);
- Regularly participate in inter-agency protection meetings (protection cluster, child-protection sub-cluster, gender-based violence sub-cluster, and relevant task forces, etc.);
- Ensure 5W matrices are submitted to the protection cluster and the SGBV working Group;
- Strengthen colleague and partner capacities on HaC Child Safeguarding Policy, HaC protection policy, and international protection standards and tools;
- Supervise and coordinate research activities by researchers from UEA.
Requirements
- This position is open to nationals only;
- Minimum of “Licence” in psychology, social sciences, development studies, gender and/ or women’s studies or other related field or equivalent GBV/protection working experience;
- Minimum working experience of at least 5 years in protection and project coordination with an INGO;
- Demonstrated proficiency in technical GBV case management and gender analysis. Good knowledge of international standard on GBV and Protection;
- Strong analytical and problem solving skills, and leadership and interpersonal skills;
- Excellent communication, organizational and time management skills;
- Fluent in French and Swahili (oral and written); good command of English;
- Good knowledge of MS Office (Word, Excel, Outlook);
- Full support of the vision, mission and Christian core values of HaC.
