How can you make a difference?

The post incumbent will provide strategic leadership to the country office work on statistical system strengthening, situation monitoring, data, research and evaluation on child rights and poverty.

  • Leads strategic research and analysis on child poverty and emerging issues with the objective of generating evidence to inform policy advocacy, planning, budgeting and programming.
  • Coordinates UNICEF support to national statistical system strengthening to ensure high quality national estimates on key child indicators, including capacity building on specific areas of data analysis and strengthening mechanisms for SDG monitoring.
  • Supports development and strengthening of M&E frameworks for key national policies and plans, including capacity building to government.
  • CO research and evaluation oversight, quality assurance and capacity building.
  • Summary of key functions/accountabilities:

    1. Research and Evaluation

    Ensure that the Country Office produces high-quality strategic research and analysis on child poverty and child rights, including new and emerging areas.

    2. Child Rights Monitoring and Assessment

    Support national statistical system to collect and analyse data on the rights of children, including SDG monitoring at national and sub-national level.

    3. Evaluation

    Ensure that UNICEF-supported evaluations are designed and implemented to established UN quality standards.

    4. RM&E Capacity Building

    RME capacity building and strengthening of M&E frameworks for key national plans and policies to ensure robust monitoring of progress against targets.

    5. Coordination and Networking

    Ensure that the UNICEF office is effectively linked to wider UNICEF M&E developments in a way that both contributes to and benefits from organizational learning on effective M&E management.

    To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Social Sciences, Demography, Statistics, or related field*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years of relevant professionalwork experience at national or international levels in statistics, research and evaluation, including experience with national household surveys and capacity building.
  • Fluency in English is required. Knowledge of Portuguese, Spanish, Italian, or another Latin language is a strong asset. Another official UN language (Arabic, Chinese, French, Russian) or a local language is an asset.
