NRC is running an Information, Counselling and Legal Assistance (ICLA) programme for internally displaced persons (IDPs) and other persons affected by displacement in the eastern part of the Democratic Republic of Congo. The programme focuses on Housing, Land and Property (HLP) rights, Legal Civil Documentation (LCD), and protection of those affected by displacement. The long-term objective of the programme is to contribute to the achievement of durable solutions and to improve protection and living conditions for NRC’s target group. The programme’s HLP activities currently focus on raising awareness of HLP rights and laws, facilitating access to land, peaceful resolution of land conflicts. The programme also works to improve access to legal identity and civil documentation for NRC's target group.
Job description
- Provide overall management and supervision of the ICLA activities in Eastern DRC
- Further develop and improve the ICLA programme
- Contribute to strengthening the position of NRC in DRC
- Monitor and evaluate the activities, ensure high technical quality and synergies
- Analyse the HLP context, development of HLP and LCD activities, and adapt the program accordingly
- Developing and refining synergies and multi-sector activities with other programmes
- Identify appropriate intervention in urban context
- Develop and improve strategies for the ICLA project, identify trends in conditions/standards and donor priorities, and assess better ways to assist
- Prepare proposals, budget and reports
- Training and development of staff and partners
- Ensure adherence to the ICLA tools and handbooks, and other NRC policies
- Develop partnerships in the humanitarian community
- Coordinate and advocate with authorities at provincial and ministry level
- Represent the programme at a high level of authority with national authorities, donors and international organisations
Qualifications
- Relevant university degree, preferably political science or law combined with relevant professional experience
- Core competency (ICLA) expertise, including on HLP rights, Collaborative Dispute Resolution and Civil Documentation
- Experience in managing and building capacity of staff
- Experience from protection work in displacement and return settings, in urban and rural areas
- Experience engaging in/related to legal reform processes
- Knowledge of the context in DRC
- Political and cultural awareness, and experience working in complex and volatile contexts
- Fluency in English and French, both written and verbal
- Valid international driver’s license

- Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
- Duty station will be Goma with 70% travel to the field locations. This is a non family posting. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
