Are you looking for an opportunity to lead a professional team of humanitarian and mine action experts in one of the world’s most challenging context? Can you take an established programme and further develop it, leading the development of comprehensive programmatic approaches to address humanitarian, development and conflict challenges?
As our new Country Director, you will lead the DCA country management team and ensure good staff welfare and conducive working environment for 55 national and 3 international staff. You will lead and inspire the strategic direction of the programme, ensuring synergy between its different components as well as high quality, accountable and innovative programme implementation. You will be responsible for nurturing relations with donors and other stakeholders as well as for identifying fundraising opportunities and building partnerships to sustain a continuous growth of the programme. You will also ensure a strong focus on security management, conducting regular monitoring and analysis of the security environment.
DCA DR Congo programme
DCA aims to protect vulnerable communities in DR Congo, and contribute to efforts to improve stability, by addressing the underlying factors and drivers of violent conflict. We focus on working with communities to become more cohesive, resilient, and better able to manage tensions and conflicts without resorting to violence. We clear explosive remnants of conflict and landmines and educate people on the dangers they represent. We assist communities affected by conflict and displacement by ensuring access to improved educational opportunities, and we address the protection needs of children at risk allowing them the stability and normality essential to building grow resilient. To complement we build the capacities of communities to respond to the psychosocial needs of children who have suffered from violence. Finally, we work to build sustainable, community-owned approaches to violence reduction, through facilitating development of community safety plans.
We apply a people-centered approach to tackle interlinked peace, security and development needs and aim to build positive relationships between communities, authorities and institutions to improve community safety and encourage the development of local economies. At the center of our work is our belief that local communities are the best agents of change.
Your responsibility will be for the overall leadership and management of the country programme including;
To articulate and promote DCA’s vision for programming in DR Congo.
To set and implement DCA’s country strategy.
To resource the vision and strategy and pave the way for expansion of our work in future.
Ensuring delivery with relevance, effectiveness, transparency and accountability in all areas of work.
To lead our team of dedicated international and national staff.
To represent DCA in the DR Congo towards national and local authorities, international and national humanitarian stakeholders and communities
To manage donor, grant and stakeholder relationships.
You have the following qualifications:
Minimum 3 years leadership experience at a similar level, preferably in complex humanitarian environments.
Strong programme implementation experience and the ability to make things happen under trying circumstances.
Strong communications skills, both spoken and written. Fluency in written and spoken English and French.
Strong ability to plan, coordinate and lead processes that include multiple stakeholders and interests.
Proven ability to mentor, coach and develop staff, and create a conducive working environment.
Experience with fundraising, networking, donor liaison and coordination.
Strong analytical skills and capacity.
Good command and interest in grants and financial management and compliance.
Cultural sensitivity, strong communication and diplomatic skills, with the ability to build relations both within and outside DCA.
A relevant academic qualification.
Experience from the country or near region is an added advantage.
Prior work experience from the humanitarian mine action sector is an added advantage, as is experience and understanding of working in conflict environments and fragile states.

Terms are according to Handbook for DCA expatriate personnel, Non-Family postings and salary ranging from DKK 39.136 to 46.539 depending on level of experience, on top of that 12,17% pension contribution.
