Democratic Republic of the Congo: Health Project Manager

Develop, lead, monitor and evaluate the assigned health projects. This involves effectively managing and reporting on the projects in line with the objectives, timeframe and budget with a focus on health system strengthening, training and coordination. Other important aspects of the role include managing and training primary health care staff to meet international quality standards in health care delivery, encouraging beneficiary participation, liaising with other stakeholders, and anticipating, planning, and contributing to the development of new health project proposals and reports.

Project Overview

The project targets IDP and Returnee populations in a remote location. Through existing health centres the Health sector will provide free care through the strategies of Primary Health Care. A system for obstetric emergencies and disease surveillance will be supported with emphasis on prevention of outbreaks, PHC, SGBV, BCC, CU5 and PLW; prevention of disability, particularly blindness, will also be explored.

Key Activity Areas

Health Project Management

  • Manage the assigned health projects in order to meet the project objectives within budget and the allotted time frame and report promptly any operational concerns (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under spending on project budget).
  • Provide strong leadership of the assigned health projects, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local health authorities and local health staff.
  • Contribute to development of an effective strategy including proactive planning for responsible exit.
  • Set clear objectives and indicators for health activities.
  • Continuously monitor and supervise health activities, evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team.
  • Provide input into the integration of beneficiary participation in all aspects of the project.
  • Ensure accurate reporting of activities according to Medair and other applicable formats.
  • Develop new proposals, linked to the assessed needs and gaps and the Medair country strategy.

Staff Management

  • Line-manage the Health Managers of the projects, including day-to-day management, development and training, appraisals, etc.
  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of current work plans and to provide the opportunity for feedback.
  • Provide coaching and training to staff in order to develop ownership and full responsibility for activities.

Financial Management

  • Manage the health budget for the projects and ensure all expenses are according to budget and meet the Medair standards regarding financial management, including accountability and good governance.

Communication & Coordination

  • Develop appropriate and supportive communication structures with relevant stakeholders (e.g. beneficiaries, community leaders, government officials, UN agencies and other NGOs).
  • Participate in health coordination meetings, Medair internal trainings, and other working groups, representing Medair and feeding back on relevant issues.

Logistics

  • Support the logistics activities of health staff, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned health facilities and activities.

Quality Management

  • Promote and use the Medair intranet and other operating procedures.
  • Ensure projects are implemented in line with donor requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.

Qualifications

  • Clinical degree (nurse, midwife or doctor), or Public Health degree.
  • Strong working knowledge of English and French (spoken and written).

Experience / Competencies

  • 3 years’ post-qualification nursing/medical professional experience.
  • At least 1 year management experience in a health context and in a developing country.
  • Ability and willingness to manage project implementation.
  • Knowledge of humanitarian principles, Sphere and HAP Standards.
  • Able to prioritise clearly, oversee multiple tasks, set clear objectives for staff and delegate.
  • Capacity to work under pressure and manage personal stress levels.
  • Creative, open-minded, flexible, self-learner. Team-player with good inter-personal skills.

Working Conditions

  • This is a field-based position and working and living conditions may be very different to that previously experienced.
