For the Cordaid Country office in DR Congo, KInshasa**,** Cordaid is looking for a Logistics manager Procurement Health

Introduction

Since 1970 Cordaid Democratic Republic of Congo provides support to local partners in particular, specialized organizations in the Health sector such as the Offices of Medical Labor (BDOM) and Caritas, the specialized programs of the Ministry of Health and the various directorates managed by the Ministry of Health. Nowadays, Cordaid finances the projects of more than twenty local partners distributed in the 26 provinces of the DRC.

In July 2012, Cordaid has been selected by Global Fund to Fight Malaria, HIV and Tuberculosis as Principal Recipient (PR) for the medical and community components of the HIV project in 13 provinces namely: Tshopo, Nord Kivu, Tshuapa, Bas Uele, Mongala, Sud Ubangi, Equateur, Haut Uele, Ituri, Nord Ubangi, Maniema, Sud Kivu and the Centre of Kinshasa. During the first phase, Cordaid has supported 110 health zones. In June 2015, Cordaid has been renewed as PR in the same provinces for the HIV and TB component in support of 150 health zones.

Since the 1st of January 2018, Cordaid has become the Main Recipient for the HIV and TB component for all of the Democratic Republic of Congo. Cordaid currently operates in 24 provinces and 448 health zones (354 HIV zones and 340 TB zones). One of the project's expectations is to address the logistical and managerial challenges related to supply chain management of medical and non-medical inputs, in terms of national and international procurement, security, insurance quality of medicines and medical products, management and data analysis, throughout the acquisition and distribution circuit.

General objective of the posting

Establish and maintain an efficient supply chain, quality assurance and information system on inventory status and input consumption, from ordering to distribution of medical and non-medical products.

Position and responsibilities

The Logistics Manager Procurement Health is responsible for establishing an effective procurement system for medicines and medical equipment needed to provide quality services against HIV and TB at the level of the provinces, health zones and facilities targeted by Cordaid in the project of GF.

He/she should ensure compliance with Cordaid's standard policies, best practices in managing medicines and medical products, and the promptness and completeness of information on their distribution and use by health facilities.

Its role will be to provide leadership, technical support and capacity building for procurement staff in collaboration with all stakeholders such as the Ministry of Health (MoH), the National AIDS Program (NAP), the National Tuberculosis Control Program (PNLT), the National Drug Supply Program (PNAM), the Regional Distribution Centres (CDR), the Health Zones and the Global Fund's portfolio for the DRC.

Under the supervision of the HIV-TB Project Coordinator, the Procurement Coordinator will perform the following tasks:

· Prepare and follow international bidding, procurement and insurance documents for the procurement of medicines, medical equipment and products, and services;

· Identify bottlenecks along the supply chain and propose appropriate, realistic solutions that can be implemented quickly;

· Identify the capacity building needs of Procurement staff, National Programs and distribution sites in terms of logistics, inventory management and quality assurance;

· Mobilize the necessary technical support in logistics, inventory management and quality assurance according to identified needs;

· Distribute and monitor the use of the Manual Procurement Procedures at all levels of the supply chain in accordance with agreements reached between Cordaid and FM within the project;

· Compile the entries of the data provided by health zones on inventory management and produce monthly reports with relevant recommendations for Cordaid and all partners;

· Produce regular analysis of medical input consumption data and report, on a semi-annual basis, on the rational use of inputs against national prescribing patterns for HIV and TB;

· Conduct field missions for formative supervision and monitoring of early warning indicators of stock-outs at health facilities;

· Participate in the development, review, implementation and monitoring of Cordaid security measures in the country, at the request of the Country Director;

· Monitor the security context and any deterioration in what could affect logistical operations and availability of inputs from beneficiaries, provide guidance to teams or partner sites as required in close coordination with the HIV-TB Project Coordinator, Program Director and Country Director

· Participate in the selection, proper installation, use and maintenance of equipment through the following technical disciplines: information technology, communications, mechanics, energy and electricity.

Qualifications

· Advanced university degree in pharmacy or logistics management including funding from major donors (FM, EU, USAID, etc.);

· Experience of at least 10 years in international procurement and logistics management;

· The ability to produce complex PivotTables and the use of advanced features in Excel; Ability to validate layout compliance for report writing;

· Able to build on strong working relationships with colleagues from different functions and cultures;

· Experience in a flexible approach to management and prioritization in a high workload and multiple and complex tasks in a fast-paced environment with tight deadlines;

· An understanding of and the commitment to Cordaid's missions and values;

· Teamplayer, able to work under stress, have an entrepreneurial spirit, result-oriented;

· Fluent in French and English, oral and written;

· Knowledge of the complex context of the Democratic Republic of Congo and its health sector is an asset.

Specifics of station

The Logistics manager will be based at Kinshasa.

Contract information

The contract period is for 12 months starting as soon as possible, with the intention to extend for a longer period. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution, a holiday allowance, 13th month, hardship allowance and cost of living allowance (if applicable).
