How can you make a difference?

  • Ensures the monitoring and evaluation of the implementation of the Country Programme of Cooperation under the supervision of the Deputy Representative and in collaboration with all sectors
  • Coordinates the Situation Analysis for the relevant programme areas and its periodic updates by monitoring and analyzing the social, political, and economic trends in the country, as they affect women and children.
  • Participates in the development of programme/project goals and objectives and planning the implementation of programme/project strategies, particularly for subnational level through zonal offices/presence
  • Prepares programme documentation for the Country Programme Recommendation (CPR), prepares CPD, CPAP and related documents such as, Project Plans of Action ensuring consistency with objectives and goals. Contributes to the preparation of Annual Management Plan,
  • Provides technical support for decentralization of the development/planning and implementation and monitoring of plans for the improvement of the situation of children and women, supporting the Deputy Representative in his/ her role of supervisor of field staff.
  • Coordinates development and mid-year and end-of-year review of the work plans for the programme sector and ensures objectives and targets are achieved, including budget utilization. Supervises staff, identifies training needs and provides on-the-job training.
  • Undertakes field visits to monitor and evaluate programme implementation, as well as conduct periodic programme reviews with government counterparts and other partners, supporting HACT implementation in coordination with the Operations team. Identifies problems or alternative courses of action to accelerate/improve programme delivery.
  • Contributes to UNICEF’s participation in the CCA/UNPAF process and support Deputy Representative on the UNPAF implementation and reporting, ensuring adequate input on the improvement of the well-being of children and women.
  • Assists government authorities to plan and organize training programmes. Identifies training needs for the purpose of capacity building and sustainability of programme.

  • An advanced university degree (Master’s or higher) in Management, Social Sciences or other related field.
  • A minimum of 8 years of relevant professional experience at the national and international levels in management, monitoring and evaluation.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Fluency in Portuguese is an important asset or another Latin language is a strong asset. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
