The UNOPS office in the Democratic Republic of Congo (DRC) delivers services from its head office in Kinshasa and project offices in Goma, Bukavu, Kamina, Lisala, Gemena, Gbadolite et Mbandaka. UNOPS in DRC serves the needs of the Government with funding from bilateral donors, the EU, International Financial Institutions and UN agencies. UNOPS in DRC provides a wide range of project management and related services including procurement, contracts management, logistics, HR and financial management. Quality is one of the critical factors in the success of infrastructure/ construction projects. Project success as well as quality of infrastructure/construction projects are regarded as the fulfillment of expectations (hence satisfaction) of partners and project stakeholders. Quality control activities demonstrate to our partners and stakeholders that UNOPs aims to meet quality requirements and provide them with adequate confidence that a structure, component, material or system meets stated quality standards. The objective of infrastructure/construction QA is to assure that the activities of a specific project are being performed in accordance with all contractual specifications; codes and standards and/or government regulations. To achieve quality control, processes are monitored and performance problems are solved. Quality control is concerned with measurement, testing, inspection, and supervision. The choice of operations to be performed depends on the requirements of the project assignment and on the product(s) of the project needing to be addressed.
Functional Responsibilities
This position provides leadership on assigned projects and/or functional areas to ensure that infrastructural services and products are provided in accordance to customer and UNOPS quality requirements.
Under the overall guidance and direct supervision of the Congo Democratic Operational Hub (CDOH) Director and the indirect supervision of the Head of Programme, the Quality Engineer Advisor serves as focal point for developing, implementing, and placing the QC strategy of CDOH in effect. This function will imply at a minimum the following responsibilities and activities:
§ Assist the PM & team to implement project activities;
§ Liaise closely with engineering staff ensuring engineering accuracy of construction activities;
§ Effectively document, follow up and close corrective actions – both internal and external. Analyze findings, issues and non-conformance identified during audits to determine program quality and identify performance trends;
§ Perform and review quantity calculations and measurements for estimates (incl unit prices) for project proposals, bid, and contract planning and preparations;
§ Ensure that a quality management plan is included in infrastructure projects and it is tailored to the specific scope;
§ Perform quality assurance inspections at jobsites to achieve compliance with contract plans and specifications on all phases of roadway, bridges, and structure and facilities construction; and prepare detailed inspection reports, with photographs;
§ Make sure that engineering teams in the field have reviewed quality manuals, documents and implementation procedures to verify compliance with industry codes and standards; regulations and regulatory commitments;
§ Work with Head of Program and PMO on review and definition of CDOH /field offices involved in infrastructure/ construction and/or operation of facilities;
§ Monitor the quality and control of construction materials;
§ Mentoring and directing engineering staff including teaching dimensional control and best practice;
§ Mentoring and directing contractor’s supervision staff including teaching dimensional control and best practice;
§ Organize and implement record retention systems and the development of accompanying procedures that are practical; logical; and meet the requirements of regulatory/client agencies;
§ Review of the design, specifications, drawings and specified standards to assure compliance to the application regulatory requirements of specified assigned projects;
§ Perform other functions associated with this position as appropriate and directed by director.
