Chemonics seeks a chief of party for the Accès, Lecture, Redevabilité, et Rétention! (ACCELERE!) Activity 1 in the Democratic Republic of Congo. ACCELERE! 1 is a USAID project being implemented by Chemonics between May 27, 2015 and May 26, 2020. In collaboration with DFID, USAID has launched a primary education initiative to improve equitable access to education and learning outcomes for girls and boys in the DRC. This contract supports education service delivery in line with the results framework in 26 education sub-divisions across six target provinces (Haut Katanga, Lualaba, Kasaï Central, Kasaï Oriental, Equateur, and Sud Ubangi) and includes government schools as well as those administered by the religious networks, which are recognized by the DRC government, located in the target provinces. ACCELERE! 1 efforts also support education access for out-of-school youth through accelerated learning programs in the 26 targeted sub-divisions and six provinces in addition to South Kivu and North Kivu. This activity is one component of a DFID and USAID program to support the DRC government's commitment to free universal basic education and improved learning outcomes as articulated in its Interim Education Plan, the Education Sector Strategy, and other reform efforts in the sector. Chemonics is looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall project management, coordination, oversight to ensure that activities and subpartners are coordinating and working to achieve results
  • Serve as a key liaison with USAID, DFID, and all other counterparts and implementing partners involved with the program
  • Provide overall technical direction for the entire program, ensuring an integrated vision among different components and actors to achieve the results defined in the statement of work
  • Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments

Qualifications:

  • Master's degree in education, public/business administration, international relations, social services, or other relevant field
  • Minimum of 12 years of relevant management, supervisory, and technical experience with programs of a similar scope
  • Minimum of 10 years of development experience, including managing large-scale activities, strategic planning, and implementation; working with rapidly changing project designs; and implementing education programing
  • Minimum of 10 years of work experience in developing countries, including conflict-affected environments
  • Demonstrated ability to work in complex, politically charged, unstable environments across different cultures; ability to manage diverse teams to deliver impact within agreed timelines across a broad geographic area; experience in Africa, particularly the DRC, highly preferred
  • Excellent verbal and written communication skills
  • Demonstrated leadership, versatility, and integrity
  • Professional-level oral and written skills in English and French
