The Vienna Evaluation Unit (VEU) of Médecins Sans Frontières (MSF) and the Operational Centre Geneva (OCG)) will conduct the following evaluation:

End of Project Evaluation MSF – OCG DRC-RDC South Irumu

MSF is looking for two experienced evaluators with the following qualifications

Evaluator with medical background

Education

University Education (medical, paramedical)

Essential Experience

• Minimum of 5 years professional experience in the humanitarian or development field.

• Experiences with assessments or needs analysis.

• Solid experience in the collection and analysis of qualitative and quantitative data.

Desirable Experience

• Previous professional experience in the DRC.

• Professional experience with MSF.

• Project management / medical interventions.

• Professional experience in emergency response settings and paediatrics.

• Experience in hospital management

Essential Skills:

• Excellent writing and synthesis skills

• Medical data analysis

• French as mother tongue or fluent

Desirable Skills

• Good level of English (written and oral)

Evaluator with Humanitarian project management skills and experience

Education/ Professional Background

University training in project management or at least ten years of experience in supporting or managing humanitarian projects

Essential Experience:

· 5 years or more of professional experience in project management (coordinator or project manager)

· At least 3 years with MSF

· Professional experience in assessment and / or needs analysis including knowledge in conducting group interviews and other qualitative or quantitative survey tools

Desirable Experience

· Previous professional experience in the DRC

· Familiarity with hospital management

Essential Skills:

• Excellent mastery of the project cycle applied to humanitarian interventions

• Excellent practice of context analysis (including medical) related to humanitarian interventions.

• French as mother tongue or fluent

• Excellent writing and synthesis skills

Desirable Skills:

• Proficiency in data collection and analysis

• Good level of English

MSF expects from the evaluators the following core competencies:

· Accountability: To be accountable and responsible for achieving results and meeting

performance standards.

· Planning and organization: To plan, organize and manage work effectively and efficiently.

· Communication: to communicate effectively and to build trust.

· Team orientation: to cooperate at various levels.

Based on the experience of the applicants, VEU will choose a team leader during the selection process.

The evaluation is planned to start at the end of January for 3 months with an indicative involvements of 32 days for the team leader and 21 days for the other evaluator.
