MSH Angola seeks to recruit highly-motivated and result-oriented individuals for a four-year LINKAGES Program which aims to accelerate the ability of governments, key populations (KPs), organizations and private sector providers to collaboratively plan, deliver, and optimize services that reduce HIV transmission among KPs - sex workers (SW), men who have sex with men (MSM), transgender (TG) persons and people who inject drugs (PWIDs) – and their sexual partners and extend life for those who are HIV-positive.
The Gender Based Violence Technical Officer will be tasked with creating awareness for these services among KPs; equipping community prevention teams and health care professionals with the minimum competencies to manage trauma when counseling victims; developing a solid response mechanism that can quickly respond to occurrences of violence in “real time” by identifying possible advocates (i.e., other peers, police, hot spot owners etc.), sensitize them and train them on the role to play to protect the victims.
S/he will be responsible for achieving required project results by developing appropriate Social Behaviour Change Communication (SBCC) messaging and manage the calendar of interventions aimed at creating awareness; implementing the program’s strategy for training and coaching CSO partner community teams and health professional on how to counsel victims; reviewing and adapting the Avahan’s project guide for preventing and responding to GBV in the community to the Angolan context; holding regular case management consultations with psychologists; ensuring that the psychosocial services offered by LINKAGES meet quality standards.
The Technical officer should contribute to the development of annual project work plans and quarterly technical reports in Portuguese. S/he should ensure proper management of resources for the office and the project.
Qualifications, Skills and Experience
The ideal candidate should hold a University degree in Psychology. A Master’s degree in Clinical Psychology is an added advantage. S/he should possess at least 5 years of demonstrated experience working to address structural barriers that affect health seeking behaviors especially among minority groups. At least 1 year of experience addressing gender-based violence against key populations and/or HIV positive patients. S/he should have technical expertise and prior experience in HIV prevention, care and treatment-related needs of key population groups in Angola; able to address the structural barriers – including stigma and discrimination – that affect comprehensive HIV service uptake; proven skills in management, mentoring, leadership and networking; and sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Angola.
Demonstrated experience working with civil society organizations to plan and implement health-related activities. S/he should have desire to promote the human rights of FSWs, MSM and Transgender individuals
Proven experience establishing strong working relationships with colleagues from different organizations and cultures. Strong ability to manage and complete numerous tasks with a high degree of organization with limited resources.
S/he should be fluent in oral and written communication in English and Portuguese; have proficiency in Microsoft Word, Excel and Power Point**.** Willingness and ability to travel up to 50% of his/her time within the country or region and internationally as required. P&
