This varied and challenging role involves coordinating and managing the main support functions including general administration, base management, finance, human resources, logistics and security. With line management responsibility for staff involved in support roles the Project Support Manager also represents Medair at relevant meetings with contractors, local authorities, NGOs and other stakeholders.
Project Overview
The project will target IDP and Returnee populations in a remote location in the centre of the DRC which has seen armed conflict and massive displacement since August 2016. Through existing health centres we will provide free care through the strategies of Primary Health Care. A referral system for obstetric emergencies and disease surveillance will be supported with emphasis on prevention of outbreaks, PHC, SGBV, CMAM, BCC, CU5 and PLW; prevention of disability, particularly blindness, will also be explored.

Key Activity Areas
Programme Support Management
- Facilitate communications with the programme teams supporting strategy through the support functions.
- Supervise financial activities to ensure all cash management needs, reporting deadlines to meet audit requirements.
- Ensure all internal financial controls are in place and that Medair and donor guidelines are followed
- Ensure legal requirements relating to employment are adhered to.
- Provide logistical support, including managing the supply chain and the training of logistics staff.
- Ensure procedures are maintained in logistics, particularly in the areas of procurement, storage and transportation.
- Implement procedures and guidelines to enhance the smooth running of the programmes. This may include finance and governance procedures, staff management, fleet management and IT security and infrastructure.
- Represent Medair at relevant national and local meetings with government officials, contractors, other NGOs, etc., reporting back as applicable to staff, field managers and HQ.
Security Management
- Ensure security procedures are in place, up-to-date and staffs receive security information. This includes reviewing security arrangements, providing briefings and ensuring the availability of emergency equipment.
- Assist the Country Director in managing security incidents, and attend external security meetings.
Financial Management
- Supervise the budget ensuring it is spent according to donor proposals and regulations and within the appropriate time frame. Advise the senior field managers of the financial status of the projects.
Staff Management
- Reflect Medair’s values and interact with the team through leadership to improve their knowledge and competence.
- Manage the programme support staff including recruitment, day-to-day management, training, etc.
Communication
- Develop a communication structure to ensure the team is kept informed of support activities.
- Develop relationships with suppliers, legal authorities and other NGOs representing Medair and ensuring good co-operation.
Quality Management
- Promote and use standardised formats are used and guidelines are followed.
- Develop systems to improve transparency and to detect loss or fraud.

Qualifications
University degree in a relevant subject such as Management / Development Studies / Business Administration or in a relevant technical subject.
Strong working knowledge of English and French (spoken and written).
Experience / Competencies
- 2 years of post-qualification management experience in a relevant profession.
- Experience working in a cross-cultural setting, preferable in a support role.
- Good conflict resolution skills, training skills, strong leadership, Team-player and able to work independently. Strong leadership skills and strong organisational and time management skills.
- Organisational and time management skills with a capacity to work under pressure.
Working Conditions
- This is a field-based position and working and living conditions may be very different to that previously experienced.
