NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately USD 20 million. In line with NRC’s institutional core competencies, the DRC operation runs a holistic programme response to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education (including youth and emergency education support); food security & livelihoods (emergency food assistance and, increasingly, cash and voucher support to promote choice and dignity while impacting directly on local market economies to protect livelihoods); ICLA to provide legal assistance to individuals while building capacity of local Commissions, state and customary authorities (with a strong focus on housing, land and property (HLP) and access to civic documentation). Shelter and, as of 2013, WASH activities are undertaken in support of the above 3 areas of intervention to promote integrated programming, be it through schools construction, transitional shelters in areas of return, or water harvesting points & latrines.

The Food Security Cluster Co-facilitators’ role is very significant as they assist and provide the Coordinators with technical support in the perspective of successfully accomplishing the tasks assigned to the Food Security Cluster (FSC). The Food Security Cluster Co-facilitator reports to the Programme Director.

Job description

  • Contribute to the implementation of the provincial cluster sectorial policy based on national standards and international guidelines
  • Organization and management of meetings
  • Be the focal person for all the INGO’s / CBO’s involved in the food security
  • Collect and share information on food security in the North Kivu Province
  • Ensure that the periodic cluster reports are written and disseminated
  • Participate in the HAP mid-year review
  • Ensure that provincial strategies for PF and the HAP allocations are drafted and disseminated
  • Centralize and coordinate information on cluster members’ programming
  • Coordinate joint information on needs
  • Prepare strategies for the various funds for submission to the cluster members
  • Coordinate proposals for cluster’s partners
  • Ensure implementation of cluster meeting's recommendations
  • Strengthen the analysis of statistical data in the province
  • Capacity build members on various key sectorial themes

Qualifications

  • Minimum 5 years of experience working as Food Security Program or Project Manager in a humanitarian/ recovery context
  • Experience in facilitating or managing a Food Security Cluster a plus
  • At least a Master degree in agriculture, international development, or relevant field required
  • Experience working in complex and volatile contexts
  • Core competency (FS) expertise – urban and rural, including, emergency response, food production and livelihood based approaches
  • Expertise in cash based intervention and marked based approaches
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Knowledge of the context in DRC is desirable

We offer

  • Contract period: 8 months
  • Start date: As soon as possible
  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Duty station: Goma with 30% travel to the field locations and this is a non family posting. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
