Founded in 2011, the International NGO Safety Organisation (INSO) is a British charity that supports the safety of aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services including real-time incident tracking, analytical reports, safety related data and mapping, crisis management support, staff orientations and training.
INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions.
The Organisation has grown from innovative start-up to become a globally recognised charity and a valuable component of the humanitarian safety coordination system.
Today the Organisation provides daily support to more than 850 NGOs in twelve of the world’s most insecure countries and has earned a strong reputation for performance, principles & professionalism.
INSO DRC Country Office
INSO DRC was established in 2012 on request of NGOs involved in humanitarian programs in North and South Kivu. At present, INSO DRC assists 115 registered NGO agencies in North and South Kivu and Ituri, with our regional teams based in Goma, Beni and Bukavu.
In support of the on-going humanitarian response in Tanganyika and Kasai, USAID-OFDA has provided fund to INSO to establish an evaluation team (emergency response unit – ERU), and conduct local assessments in both locations from October 2017 to February 2018. The ERU will be led by an expatriate Safety Advisory, with two small evaluations team to be recruited locally in Tanganyika and Kasai.
We are seeking an experienced NGO risk and access manager to join our team as INSO ERU Safety Advisor (SA), to be based in Goma with frequent travels and stays in the evaluated areas (Tanganyika, Kasai).
Job Summary:

The ERU Safety Advisor is a roving specialist who recruits, trains and leads our local evaluation teams. The ERU SA co-designs local acceptance strategies and ensures coordination with NGO partners. Regular evaluation reports (in French) and coordination NGO meetings are key deliverables. Frequent travels and flexibility in adjusting to different regional teams and situations are key requirements of this post.
Major Responsibilities:
· Establish and maintain an active information network, which includes NGOs, the UN, military forces, and other national and international security actors to obtain credible and relevant safety information.
· Provide INSO with credible humanitarian access information and contextual analysis through regular evaluation reports.
· Facilitate and lead regional NGO community security roundtables.
· Co-design, lead and monitor local INSO acceptance strategy with emphasis on clear communication on INSO’s mandate and mission to local stakeholders.
· Manage two small local teams, including internal security management, data management and administration.
· Effectively represent, promote and protect INSO's mandate of independence, impartiality and neutrality.
Mandatory Requirements:
· Fluency in French (written and spoken).
· Graduate level education or equivalent work experience.
· Experience with NGO risk and access management in insecure environments.
· Strong writing and proven analytical abilities (proven written/published sample requested).
· Demonstrable understanding of humanitarian safety practices and principles and their application.
Preferred Characteristics:
· Minimum 1 recent year experience in DRC - ideally in an NGO safety or access role or equivalent
· Demonstrable understanding of the security dynamics and context in Eastern DRC and/or in Kasai and Tanganyika
· Experience with leading NGO safety, access or project management teams.
· Fluency in English (written and spoken)
· Local language skills.
Terms & Conditions:
04-month contract with expected start date in mid-October 2017, €4 550 per month salary, 4 calendar days annual leave per month and 7 days of R&R every 3 monthswith €1000 allowance per each R&R cycle, in-country housing provided, global medical coverage and AD&D coverage.
