M&E Manager for the M&E Support Unit to the ISSSS
About the project
The International Security and Stabilisation Support Strategy (ISSSS) is the main vehicle for stabilisation interventions in eastern DRC, and it's managed by the Government of DRC (GoDRC) and the United Nations Organisation Stabilisation Mission in the DRC (MONUSCO). The ISSSS is an umbrella of projects implemented and funded by different entities, which all contribute to the same stabilisation objectives.
DFID has contracted WYG to establish an M&E Support Unit to develop and implement an overarching M&E Strategy for the ISSSS. Our goal is to set up a system that allows to keep track of progress at Strategy level and to keep track of Implementing Partners’ (IPs) contribution to ISSSS.
Since August 2016, the WYG team has been embedded in the Stabilisation Support Unit (SSU) of MONUSCO, with 4 staff deployed in Goma, constituting the M&E Cell. The project will last until December 2018.
About the Role
WYG is looking for a mid-level international development professional with a minimum of 2 to 3 years’ experience in M&E, with a) experience working with logframes, indicators and data collection tools; and b) experience and a sound understanding of data management, including first-hand experience with database platforms and solutions, data visualization tools and the creation of interactive data access interfaces.
The M&E Manager will be based in Goma full time, and will provide technical support to the Team and contribute to the implementation of the ISSSS M&E strategy, under the direct supervision of the Project Manager.
The suitable candidate must be bilingual (English / French), have a strong interest in M&E, and must have experience of working with logframes, indicators and data collection tools.
This is an ideal opportunity for a candidate with 3 to 7 years’ experience of international development who wishes to gain fieldwork exposure, or who would like to grow their technical M&E skills.
Requirements
a) Mandatory requirements
Candidates need to meet the following criteria:
§ Language skills: fluency in speaking, reading and writing in French and English
§ Quantitative data analysis: knowledge of statistical methods, experience with statistical data analysis packages, including experience working with large data-sets.
§ Data visualisation: Knowledge of and experience working with different data visualization tools and software (e.g., Tableau, Power BI)
§ Experience in database management / maintenance.
§ M&E skills: experience of contributing to set up / implementation of M&E systems (including contribution to design and implementation of logframes, definition of results, indicators, data sources, data collection tools, design and implementation of M&E strategy)
§ Technical problem solving capacity
§ Comfortable working in a red-zone country
§ Very good knowledge of the Office package (Word, Power point). Advanced knowledge of Excel.
§ Good interpersonal skills, adaptability, respect of deadlines and processes
b) Additional requirements:
The following experience is not mandatory, but desirable:
§ Experience in qualitative analysis (including use of software tools)
§ Previous experience in a developing country and/or in peacebuilding/ stabilisation/ governance programmes

§ Indicative start date: October 2017 until December 2018
§ Type of position: full time
§ Type of contract: consultant, with remuneration and in-country package proportionate to the level of experience and place of work
§ Base of work and travels: Goma based. Some travels across South Kivu, North Kivu and Ituri, some travels to Kinshasa. (Please note that Goma is not a family duty station).
