Proposal Summary:

The Contractor will provide to USAID performance management services to monitor, evaluate, and assess implementation of the Mission’s Country Development Cooperation Strategy. The Contractor will also provide coordination, monitoring, evaluation, analytic, and research services for the USAID/ DFID Joint Education Program.

Position Summary:

The Institutional Strengthening Evaluation Specialist will be an expert in the measurement of institutional strengthening and capacity building of local systems, considering the strong focus in the USAID/DRC strategy in building capacity at national, provincial, and local levels. The specialist will focus on the design of performance indicators that require institutional capacity indices, and the collection of related data.

Responsibilities:

  • Refine and implement the requisite instruments and tools to collect data for the CDCS results framework as it relates to organizational/institutional capacity building and governance.
  • Oversee the collection of such data at the baseline, midline and endline points of the strategy life.
  • Analyze and draft the evaluation plan for the institutional capacity building components of the USAID/DRC strategy.
  • Oversee collection of data that respond to key evaluation questions that relate to improved governance and institutional capacity.
  • Provide training, as requested, for USAID/DRC staff on the collection methods and maintenance of institutional strengthening data.

Qualifications:

  • A graduate degree in the field of organizational development, public administration, international development or related technical field, or a bachelor’s degree and 5 years’ experience in addition to the required minimums.
  • At least seven years of international experience in the design and management of evaluations (impact and performance), analyses and assessments, with a focus on the design and collection of capacity building indices that measure organizational and institutional capacity.
  • Demonstrate an excellent theoretical and practical background in evaluation work and methods.
  • A strong background in the evaluation, design, or management of development programs supporting good governance in the DRC or in similar contexts is preferred.
  • Specific expertise in public administration, organizational development, legislative strengthening, financial management, or decentralization is critical.
  • Fluent English and French writing skills and speaking ability are required.
