Democratic Republic of the Congo: Short-term Technical Advisors - DRC Monitoring and Evaluation Coordination Contract

CAMRIS is in the process of bidding on a USAID/Democratic Republic of Congo (DRC) Monitoring and Evaluation Coordination Contract that aims to provide coordination, monitoring, evaluation, analytic, and research services for the Mission’s Country Development Cooperation Strategy (CDCS) and a Joint Education Program between the USAID/DRC and the United Kingdom Government (represented by the U.K. Department for International Development [DFID]). For the purpose of this SOW, the Contractor will provide to USAID performance management services to monitor, evaluate, and assess implementation of the Mission’s CDCS. The Contractor will also provide coordination, monitoring, evaluation, analytic, and research services for the USAID/ DFID Joint Education Program. In support of the DO/TO goals and activities we seek Short-term Technical Advisors in the following key sectors:

Health:USAID health programs increase the availability of, demand for, and access to low-cost, high-impact primary health care. Following the Global Health Initiative’s strategy of government ownership, these programs provide the GDRC’s approved package of services which focuses on improving the quality of maternal, newborn, and child health services; provision of potable water; prevention, care, and treatment services for malaria, tuberculosis (TB), and HIV/AIDS; and provision, education, and access to family planning services. USAID collaborates with other donors to reduce duplication and maximize efforts to improve the overall health of the Congolese population.

Education: The education system in the DRC is characterized by relatively low coverage and poor quality at the primary school level. USAID’s goal is to improve access to quality education at all levels of schooling with an emphasis on basic education. This is accomplished by enhancing the quality of teacher training, providing teaching and learning materials, strengthening management capacity, mobilizing communities around schools and education issues, delivering scholarships to students, and rehabilitating and equipping schools.

Democracy, Rights, and Governance:USAID’s Democracy, Rights, and Governance activities focus on building the capacity of the GDRC to deliver basic services to the Congolese people in line with citizens’ expectations and available resources. These programs also strengthen the capacity of Congolese citizens to engage in governance at the local, provincial, and national levels and participate responsibly in electoral and civic processes.

Economic Growth:USAID invests in developing new crop varieties, improving growing and harvesting techniques, increasing processing efficiency, and creating linkages between farmers and end markets. USAID also engages on, and builds the capacity of DRC institutions to implement, national and provincial agricultural policy. USAID’s Responsible Minerals Trade program creates conflict-free supply chains, promotes civilian control of the minerals sector through regulatory reform, and supports Great Lakes regional auditing and monitoring of conflict-free minerals. USAID also directly contributes to key energy reforms that enable the GDRC to more effectively manage its energy resources.

Peace and Stabilization:USAID collaborates with other international actors to strengthen the GDRC’s stabilization strategies and to equip vulnerable communities with culturally appropriate mechanisms to avert or resolve conflicts peacefully and enhance community recovery.

Social Protection:USAID programs also help prevent and address the alarming level of sexual and gender-based violence (SGBV) in eastern DRC through the provision of care and treatment services for SGBV survivors and their families, including access to medical care, counseling and family mediation, social and economic reintegration support, and legal aid.

Food for Peace (FFP): FFP and its partners target the immediate needs of 5.1 million food-insecure Congolese, refugees, and host communities. FFP development programs work to reduce food insecurity through activities in agricultural production, income generation, improved nutrition practices, and water and sanitation.

· Office of Foreign Disaster Assistance (OFDA):OFDA provided over $50 million in humanitarian assistance to DRC in FY 2014, including emergency food aid; humanitarian logistics support; relief commodity provision; agriculture and food security; water, sanitation, and hygiene (WASH); and protection services. USG humanitarian assistance in the DRC benefits IDPs, refugees, and other vulnerable and conflict-affected populations. Despite security improvements, armed groups continue to clash, resulting in new displacements across eastern DRC.
