Job Description

Position: Team Leader (Pending Donor Approval)

Contract: Full time (expected duration of programme: 4 years with anticipated start date mid-late 2017)

Location: Democratic Republic of Congo

Deadline for Applications: 7th July 2017

HPI anticipates the release of a programme in DRC which will aim to improve the Health Sector. This programme aims to contribute, within the framework of the national health development plan (PNDS) and in the context of the fight against poverty, to improving the health of the population Of the DRC.

Description of Role

He/she will be responsible for: external representation of the programme; establishing and maintaining effective and collaborative relationships with key stakeholders including health authorities, EU, civil society and faith-based networks; programme management and quality assurance, coordinating and harmonising Technical sub-contractees to deliver a seamless integrated programme across all deliverables; oversee the implementation of the programme in accordance with contract, donor and internationally recognised quality standards and regulations; oversee the development of robust contracting mechanisms related to implementation contracts; and overall responsibility for the development and monitoring of programme budgets.

Duties and Responsibilities

Representation:

· Represent the programme at high level meetings to encourage dialogue and coherence among donors to promote aid effectiveness

· Establish and maintain effective collaboration and working relationships with the EU, Ministry of Health, Bureaus and other key stakeholders

· Establish good rapport with health authorities to ensure that the project is well supported across local, provincial and national levels

· Ensure that the project promotes strengthening of national and local health systems including through Non-Governmental Organizations (NGO), Civil Society Organizations (CSO) and Faith Based Networks (FBN)

· Forge and maintain effective and regular communication with implementing partners and DRC Ministry of Health

· Representation at external Fora

Programme Management and quality assurance:

· Provide overall technical leadership and management of the Programme

· Co-ordinate and harmonise Technical Sub-contractees to deliver a seamless, integrated programme across all deliverables

· Prepare strategic and annual work-plans with the Consortium Lead (CL) for the Consortium Board approval

· Lead and line manage the Technical unit work

· Ensure consistent quality implementation with a focus on ensuring value for money across the programme

Contracting Mechanisms:

· Ensure that the programme is implemented in accordance with the contract, donor regulations, and internationally recognized quality standards

· Manage programme according to the CL and EU contractual requirements

· Represent the Consortium and donor views at contract negotiations with Implementing partners

· Oversee development and implementation of robust contracting mechanisms related to Implementation Contracts with local partners

· Monitor the overall implementation and conformance to contracts for each Implementing Partner following recognised performance based contracting mechanisms

Human Resource Management:

· Supervise other key experts

· Oversee the recruitment of all Programme staff ensuring consistency with DRC, HPI and EU employment regulations

· Oversee professional development of all staff, particularly local staff to promote future sustainability beyond the life of the project

Finance Management:

· Overall responsibility for the development and monitoring of Programme budgets including Implementation sub contracts

· Ensure the implementation and random auditing of systems and procedures to prevent fraud and misuse of funding, following EU and HPI Standard Operating Procedures

Safety and Security:

· Oversee the management and implementation of effective Safety and Security Policies and Procedures.

Qualifications and Experience

Essential:

  1. Diploma of Medicine and Qualification (minimum level master) in public health

  2. A minimum of 12 years experience in the implementation of health sector reform programs.

  3. Experience of at least 10 years in Africa;

  4. Experience of at least 5 years in the implementation of reform in the health sector;

  5. Capacity to identify new development opportunities, innovative ideas and alignment with health sector reform objectives;

  6. Ability to build and maintain relationships with all levels of institutions and their actors;

  7. Demonstrated ability of at least 3 years to effectively manage a multi-faceted team, conducting it in a constructive work environment, and balancing the interests of different stake holders

  8. ability to manage conflicts, understand and anticipate the stresses generated by an innovative approach;

  9. ability to work independently; Determining priorities, managing multiple tasks and meeting deadlines while working with a broad coalition of health sector stakeholders

  10. Fluent in written and oral French and English

Desirable:

  1. Experience in action research and / or operational research is an asset;

  2. Proven experience in health service financing;

  3. Experience working with the EU and/or with the EDF
