CANADEM is seeking seasoned professionals fluent in French and/or Portuguese with previous relevant experience in the field of Sexual and Reproductive Health who are available for an immediate deployment to Angola as a seconded expert with UNFPA.
CONTEXT
On-going fighting between government forces and tribal militia has led to over 1.3 million persons displaced and over 30,000 refugees and asylum seekers into Angola. Refugees are arriving in Dundo, Lunda Norte province in Angola at an average rate of 300-500 refugees per day. The Ministry of Welfare and Social Reintegration (MINARS) is leading the coordination and refugee response with support from other partners. MINARS and partners, UNHCR, UNICEF, UNFPA,WFP, IOM, UNDSS, Médecins Sans Frontières (MSF), Jesuit Refugee Service (JRS) and Angola Red Cross are providing urgently needed protection, water and sanitation facilities, health, food, shelter, core relief items and medical assistance to the refugees.
The Government of Angola has established 2 reception sites at Cacanda and Mussungue at the international borders between DRC and Angola. UNHCR coordinates, weekly, multi-sectoral national coordination meetings and bi-weekly coordination meetings in Dundo, capital of Lunda Norte province, hosting the refugees. An immediate return to DRC is not anticipated as the conflict rages on with no-peaceful political settlement foreseen in the near future. A recent rapid protection assessment carried out on the refugees by UNHCR and partners, reported increased and alarming protection concerns and human rights violations where women and children have arrived with limbs cut off, machete cut-wounds and severe burns; rape and killing of children, wives and husbands. UNFPA noted that the 10 ethnic groups fighting in the Kasai province are living together peacefully in the reception centres in Dundo. However, the current environment in which the refugees are settled may create and contribute to an increase of cases of GBV at the reception centres and thus GBV prevention and response interventions using specialists is mandatory.
PROFILE DESCRIPTION:
Under the overall direction of the UNFPA Representative, and day to day supervision of the Humanitarian coordinator, the emergency RH Specialist is responsible for the planning, coordination, implementation, monitoring and evaluation of SRH interventions including maternal and new born health, HIV and medical care for survivors of sexual violence, in the targeted crisis affected areas and states.
The Emergency RH specialist will work closely with UNHCR/WHO, under the health sector as well as sector members, focal points in the Ministry of health (district health teams), implementing partners, as well as sister UN agencies (UNHCR, IOM, UNICEF and WHO) to support and improve access to and availability of RH information and services to vulnerable groups among the refugee affected populations. The specialist is expected to interact positively with Government officials, UNHCR and other UN agencies and other organisations.
Duties and responsibilities:
The specialist carry out the following duties and responsibilities:
Coordination and technical support:
- In collaboration with NPO SRH, act as focal person for RH and provide leadership/technical assistance on RH issues to the refugee-affected communities and all stakeholders to establish the implementation of the Minimum Initial Service Package (MISP) for reproductive health;
- Attend and actively participate in the health sector coordination meetings, ensuring that RH inputs are regularly provided, to include achievements, gaps and challenges and possible solutions;
- Map actors supporting/providing health and reproductive health information and services and identify gaps;
- Carry out needs assessments both within the refugee locations and the referral health facilities, identifying opportunities and gaps to inform programming for quality services delivery.
- Organise ToT trainings on the MISP to health services providers and managers;
- Organise and coordinate provision of UNFPA RH medical supplies, equipment and accessories to the partners;
- develop proposals on RH for resource mobilisation as well as propose/ prepare procurement orders for medical supplies, equipment and accessories as necessary.
Partnerships:
- Strengthen partnerships for project/programme implementation, including the MINARS, MoH and with UNHCR;
- Facilitate the signing of LoU/MoUs with operational partners.
Fundraising and advocacy:
- Assist in project proposal writing to contribute to humanitarian appeal process that includes maternal health, HIV prevention and medical care for survivors of sexual violence;
- Support implementing partners in community sensitisation in RH/HIV/GBV topics as per needs and identified gaps such that initiative is beneficiary driven;
- Advocate for MISP for RH in humanitarian settings as lifesaving under the CERF and Sphere project criteria.
Monitoring and evaluation/ reporting
- Collect analyze and provide feedback on RH information and data to implementing partners and UNFPA CO;
- Conduct joint monitoring visits with government partners, UN agencies, and NGOs, as indicated;
- Prepare and submit standard periodic reports and progress updates on on-going UNFPA SRH interventions for inclusion in UNFPA/UNHCR SitReps, Humanitarian Bulletins, key messages, UNFPA HQ internal and external meetings and advocacy, etc.;
- Perform any other duties assigned by the Supervisor.

QUALIFICATIONS AND EXPERIENCE:
- Ability to work under hardship conditions without family.
- At least a first degree/advanced degree in medical studies but advanced University degree in Medical sciences (Reproductive health, public health, social medicine or equivalent) is preferable.
- Being a MISP trainer
- 5 years working experience in implementing MISP in RH in humanitarian settings preferably in the UN system or INGO (international experience are of added advantage).
- 3 years International experience.
- Fluency in written and oral English
Knowledge of Portuguese and/or French is a requirement. Knowledge of UNFPA Humanitarian Fast Track Procedures is an asset.
