The Finance Manager carries out the various accounting functions required in order to provide accurate information to donors, Headquarters, field management and the field teams on the financial status of the programme. This involves organising the financial processes required for the projects to function effectively as well as managing the finance team, providing coaching and training. The Finance Manager oversees the budgeting processes in order to ensure consistency, transparency and best use of resources.

Emergency health projects targeting displaced, war affected and vulnerable populations in Congo. Developmental projects aimed at long term and sustainable behaviour change in general population and state health employees to improve public health outcomes.

Key Activity Areas
Financial Management
- Reconcile bank and cash amounts on a regular basis. Ensure payments are made in a timely fashion.
- Detail expenditure through monthly expense sheets for all cash accounts.
- Prepare the monthly cash needs forecast, ensuring that money is transferred between locations in a timely manner and that daily cash needs are met. Support field bases in financial matters.
- Liaise with the Headquarters as changes occur to the policies and procedures for financial operations.
- Monitor project spending on an on-going basis, communicating with the programme managers.
- Ensure that Medair Finance Procedures are followed in the Country Programme’s offices.
- Take the lead in preparing budgets for new projects and bases. Oversee the mapping process. Produce donor format budgets in order to facilitate project writing in country.
- Contribute to the management of signed donor grants. Fully participate in base cost allocation in particular at budgeting stages.
- Deliver financial activity reports within the required timeframe and in the stated format.
- Liaise with financial focal points of other organizations and participate to financial meetings with donors such as in-country budget reviews (UNICEF).
Administration
- Meet the finance related administrative requirements of Medair, donors, local legislation, suppliers, contractors and any other stakeholders.
- Work with Human Resources to ensure the monthly payroll list, payment and record-keeping of staff salaries or allowances is done in a timely manner and in accordance with local employment regulations.
- Support in reporting to donors, providing relevant documents and narrative explanation of anomalies.
- Ensure a clear and transparent paper trail is in place for all financial transaction, that records are kept in an orderly fashion and that the filing system is in line with Medair internal archiving policies.
Staff Management
- Manage and oversee the programme finance staff including recruitment, day-to-day management, development and training, etc.
Communication
- Develop and maintain a communication structure with colleagues to ensure they are kept informed of applicable financial activities and requirements, including the distribution of key financial information.
- Provide training, advice, and coaching to all relevant staff on financial management, procedures, internal controls and financial requirements of donors.
Security
- Control the in-country cash when held on site and when being transferred to other account holders.
- Conduct regular internal audits and report immediately any possible fraud or theft.
Quality Management
- Promote and use the Medair e-library and other operating procedures.

Qualifications
- Degree in relevant subject or Certified Public Accountant (CPA) Part 2 completed.
- Strong working knowledge of English and French (spoken and written).
Experience / Competencies
- Relevant professional experience in a financial position for at least two years.
- High numeracy skills, problem solving ability, excellent attention to detail.
- Strong organisational skills and the capacity to analyse and prioritise needs.
- Team-player with good inter-personal skills.
- Compassionate, self-motivated, energetic, autonomous.
