People in Need (PIN) is a Czech INGO that provides relief and development assistance in over 25 countries worldwide. Formed in 1992, PIN is currently the largest INGO in Central and Eastern Europe. In Africa, PIN is at the moment operating in the DRC, Angola, Zambia and Ethiopia.

Brief description of mission or/and project for which the staff is required:

PIN has been operational in the DRC since 2009, delivering services and supporting population mainly in primary health care, education, WASH, nutrition and protection. PIN has its coordination office in Bukavu, South Kivu.

The Programme Manager will be responsible for the overall management of a two-year largescale multi-sectorial project focused mainly on nutrition-sensitive food security, prevention and treatment of malnutrition, WASH, access to markets and protection. Project is to be implemented in a consortium with 2 national NGOs where PIN is the lead agency.

The PM will be deployed between Bukavu (25%) and the field office in Punia (75%), Maniema province. The project area is mainly rural, accessible by plane, and then by car/motorbike. The PM is expected to coordinate the project with PIN´s implementing partners, assure timely implementation of all activities, adequate M&E and reporting.

Main responsibilities:

Project management

  • Full responsibility for the implementation of the project aiming at achieving the project results and indicators and fulfilling the contractual obligations (planning, implementation, follow up)
  • Continuous improvement of the project quality and relevance
  • Insurance of M&E and data collection, in line with PIN’s requirements
  • Responsibility for the projects’ progress, spending plans and reporting;
  • Compliance with the procurement rules, procurement planning in collaboration with the Head of Operations
  • Compliance with PIN´s sectorial guidelines and internal procedures

Project Development and Coordination:

  • Coordination of the consortium partners and communication with the donor
  • Contribution to development of new project proposals in respective sectors
  • Representation of PIN at cluster level and in other relevant meetings
  • Collaboration with partners and local authorities (e.g. Health and Nutrition State authorities, local leaders, local administration), and other INGOs, UN agencies and any other relevant actor

Security

  • Compliance with all security and safety rules and regulations set-up by the Country Director (and as described in the SOP)
  • Application of security rules in the field and ensuring humanitarian access through negotiations with all relevant stakeholders based on agreement with the Country Director
  • Gathering and reporting security relevant information

Requirements:

  • At least two years of relevant experience (PCM, nutrition or food security, WASH)
  • Experience in coordination of humanitarian/development projects and actors (INGOs, LNGOs, government bodies, UN agencies, etc.)
  • Relevant educational background
  • Fluent in French and English (written and spoken)
  • Sound judgment, coordination and management skills (management of a team of at least 10 people)
  • Familiarity with the humanitarian context of the DRC
  • Ability to organize and plan effectively
  • Ability to work in difficult conditions and under pressure
  • Responsible and systematic
  • Sound communication skills
  • Strong ability and willingness to transfer knowledge
  • Critical analysis and problem solving skills
